The Evaluation of Decentralization Principle Based on the Seperation of Powers in the Concern of Governmental Systems

Özet

Devleti oluşturan kuvvetlerden yasama ve yürütme kuvvetleri arasındaki ilişkiler, bir devletin hükümet sisteminin belirlenmesinin temelini oluşturmaktadır. Merkezden yönetim ilkesinin sakıncalarını ortadan kaldırmayı amaçlayan yerinden yönetim ilkesi ise, seçilen hükümet sistemine göre farklılık göstermektedir. Hükümet sistemlerinde kuvvetlerin niteliği, yerinden yönetim ilkesini de şekillendirmektedir. Bu çalışmada öncelikle yerinden yönetim kavramı ve türleri ele alınacaktır. Ardından, kuvvetler ayrılığına dayanan hükümet sistemlerinde yerinden yönetim ilkesi incelenmeye çalışılacaktır

Abstract

The relations between legislative and executive powers from the powers which constitutes the government, provide the basis of determination of jurisdiction system of a government. The decentralization principle which aims to abolish the prejudices of the central administration principle indicates differences according to the elected government system. The quality of the powers in the government systems forms the decentralization principle. In this study, principally the decentralization concept and types are dealt with. Then, decentralization principle in government systems based on seperation of powers is studied
