Özet

Devlet yönetimini oluş turan yapıların her birinde, idareningerçekle ş tirdiği icraatlara ve bu icraatların sonucuna iliş kin tesbit vedeğerlendirmeler yapabilmek amacıyla, de ğiş ik yöntemlerle teftiş vedenetim faaliyetlerinin gerçekle ş tirildiği bilinmektedir. Bu göreviyürüten müfettiş lerin ayrıca soruş turma görevi ile de yükümlüolmaları nedeniyle, ifâ edecekleri görev esnasında taraflara kar ş ıtakınacakları tutum ve davranış larında bir takım etik kurallara dikkatetmeleri önem kazanmaktadır.Bu çalış mada, Osmanlı maarifinde teftiş görevinin doğuş u, geliş imi vegünümüze yansımaları ile bu görevi ifâ eden müfettiş vemuhakkiklerin uymaları gereken kuralların kayna ğına iliş kin bilgi vebelgeler etik ilkeler açısından ele alınarak de ğerlendirilmiş tir.

Abstract

It is a known fact that in each of the structures establishing the stategovernment,inspections and supervisions with different methods aredone in order to make identifications and evaluations regarding thepractices done by government and the results of those practises. Dueto the reason that the inspectors performing this task are alsoresponsible for the investigation task, it is important they comply withsome ethical rules concerning their attitudes and behavior aganistother parties while performing their task. In this study the birth, development and the present day reflections ofthe inspection task in the Ottoman education system and thedocuments and data regarding the rules the investigators andinspectors performing this tasks have to comply with, all within theframework of ethical principles, is being discussed.
