Özet

Kendisine ve bakmakla yükümlü olduğu kişilere asgari seviyede dahi bakamayan muhtaç durumdaki bireylere ayni ya da nakdi olarak verilen destek olarak tanımlanan sosyal yardım kavramı, geçmişten günümüze tüm dünyada artan bir öneme sahiptir. Ülkeler sosyal yardım uygulamasını kurumsal bir yapıya kavuşturarak daha düzenli, etkin çalışmasını sağlayarak sosyal ve ekonomik açıdan toplumsal refah düzeyini arttırmayı amaçlamaktadır. Bu çalışmada ilk olarak sosyal yardımın kavramsal çerçevesi ve temel özellikleri açıklanmış, sonra Türkiye'de ve dünyada sosyal yardım politikalarından söz edilmiştir. Makalenin amacı bireylerin sosyal yardım almasına etki eden faktörleri TÜİK' in 2010 yılında gerçekleştirdiği hanehalkı bütçe anketi verilerinden yararlanarak tahmin etmektir. Kesikli EKK, Probit ve Sansürlü (Tobit) Model tahmini yapılarak, politika yorumlarında bulunulacaktır

Abstract

Briefly, the consept of social assistance which is defined the support given as cash or goods to persons who cannot manage to himself and to his dependents even minimum level because of unavoidably reasons has a growing importance in all world from the past to the present. Countries aims to improve the level of welfare of social and economic by implementing more corporate structure its working more regularly and more effectively.This study consists of three parts. In the first part contains concept of social assistance and basic characteristics of social assistance. In addition, it is explained the implementation of social assistance in Turkey and also policies of social assistance of the other countries. In the second part, are given theoretical information about the truncated dependent variable model, censored dependent variable (Tobit) model and the probit model. In the third part, is investigated an general result for social assistance with the help of these models as numerically
