Özet
Bu çalışmanın amacı temel polis eğitim programı kapsamında adli ve idari kolluk soruşturmalarının bir işlemi olan "arama" konusuna yönelik uzmanların görüşlerine dayanarak ihtiyaç analizi yapmaktır. Nitel olarak tasarlanan bu araştırmada çoklu yöntem olarak doküman analizi ve görüşme yöntemleri seçilmiştir. Çalışma grubu amaçlı örnekleme yöntemiyle adli ve idari kolluk hizmetlerinde çalışmış 11 kolluk görevlisidir. Veri olarak temel polis eğitim programının müfredatları ve çalışma grubuyla yapılan görüşmeler kullanılmıştır. Müfredatlar arama konusu bağlamında analiz edilmiş, yapılandırılmamış görüşmelerden elde edilen veriler ise maddeler halinde tablolaştırılmış ve analiz edilmiştir. Araştırmanın sonucunda temel polis eğitim programında "arama" konusunun dağınık ve sistemsiz hazırlandığı tespit edilmiş, bunun da bilimsel ve sistematik ihtiyaç analizi uygulanmadığından kaynaklanmış olabileceği değerlendirilmiştir. Görüşme verileri analiz edilmiş, iç ve dış tutarlılık ile polis eğitim programıyla uyumluluk bakımından elemelerden sonra Bloom taksonomisine göre tasnif edilmiş ve olası hedefler (öğrenim kazanımları) haline getirilmiştir. Söz konusu olası hedeflerin tamamının bilişsel alana ait olduğu görülmüştür
Abstract
The aim of this study is to conduct a needs analysis through interviewing with subject matter experts for developing of initial police curriculum with regard to the “search practice” of law enforcement investigations. A qualitative research design including document analysis and interview methods were adopted for the data collection, analysis and evaluation. Two type data were collected and analyzed. First, purposive sampling size was employed for the interview data collection. Participants of the research are eleven law enforcement officials, especially experienced in search practices and frontline policing. Second one was document analysis based on the curricula plans of police curricula. The search subject (practice) was screened in the Curricula plans and search practices identified from the unstructured interviews thematically in terms of data analysis. The findings were analytically presented during the analysis process. Thematically analyzed items were ordered and examined in line with Bloom learning taxonomy levels. According to the data analysis results and findings, “the search subject/practice” was not systematically organized in the entire curricula in terms of the idea of spiral curriculum. The identified thematic items derived from interview data were checked and eliminated internal and external consistency perspectives in addition to relevance of police curricula. Thereafter, remaining items were classified according to the Bloom Taxonomy. The items were modified into the statements of potential learning outcomes. It has been observed that the identified and modified the potential learning outcomes are fallen into cognitive domain
