Özet
İçinde bulunduğumuz dönemde tüm dünyada devletleri zorlayan en önemli konulardan biri, "yönetebilirlik" veya "yönetilemezlik" sorunudur. Bunun birçok nedeni vardır. Bunlar arasında küresel terör, toplumların taleplerinin artması ve çeşitlenmesi, gelir dağılımındaki eşitsizlik, küresel güçlerin doğal kaynaklara erişme ve sömürme girişimleri, ekonomideki daralmalar, yeni devletçikler oluşturma çabaları, dost-düşman denklemi çerçevesinde yeni ortaklıklar kurma girişimi vs. gibi faktörler ön plana çıkmaktadır. olduğu sorusu bu çalışmanın ana konusudur. Yönetebilirlik sorunu ise başarısız devlet konsepti ile yakından ilişkilidir. Dolayısıyla burada öncelikle başarısız devlet kavramının kuramsal ve ampirik temelde açıklanması gerekmektedir. Alanla ilgili mevcut literatür ağırlıklı olarak örnek olay tasvirine ilişkindir. Kavramın kuramsal ve metodolojik temellerine ilişkin çalışmaların sayısı, son dönemde gözle görülür artış olsa da, yine de hala sınırlıdır. Bunun da temel nedeni, devletlerin başarısızlıklarının ve/veya çöküş süreçlerinin interaktif nitelikli olmasıdır. Başarısız ya da çöken devletlerde, nedenler, tetikleyici ve hızlandırıcı faktörler ve sonuçları birbiri ile iç içedir. Bu nedenle burada öncelikle başarısız devlet kavramının anlamını daha iyi açıklayabilmek ve objesini daha iyi tanımlayabilmek için kuramsal bir girişimde bulunmak amaçlanmaktadır. Kavramın tarihine, yani ortaya çıkış sebeplerine ve amacına kısa bir göz attıktan sonra başarısız devlet olgusu ve buna yol açan faktörler tanımlanmıştır. Bu çerçevede Türkiye'de devletin yönetebilirlik kapasitesi ya da devlet kapasitesi ile ilgili genel bir değerlendirme yapılmaya çalışılmıştır. Analiz, Türkiye'nin devlet kapasitesinin orta düzeyde olduğunu ve bazı faaliyet alanlarında kırılgan bir nitelik taşıdığını ortaya koymuştur.
Abstract
One of the most important subjects that push the states around the world in the period we are in is the issue of "manageability" or "unmanageability". There are many reasons for this. Among these, the prominent factors are global terrorism, increasing and diversifying demands of societies, inequality in income distribution, attempts to create global power balance, and contraction in the economy etc.These developments are also found and are finding reflection in Turkey. It is pointed out that Turkey is located at the intersection of the most problematic geographies of the world and that the center of the new world order to be established is this geography, that is, the Middle East, towards a great settlement in this geography. The collapse of the artificially formed states after the disintegration of the Ottoman Empire in order to establish a new world order confronted a number of problems that the state should deal with in Turkey. Because Turkey is both an actor and a target itself in this process. This is a very risky development for Turkey, indicating that Turkey has passed a very critical process. The fact that the project can be passed on to life requires that Turkey be included in the restructuring. Turkey has successfully defeated this process up to now and has eliminated all the pitfalls that have been set up on this path (Gezi events, 17/25 December, 15 July coup attempt) and declared to the whole world that it will defend itself in the battle with all determination. This resolute stance of Turkey has increased the pressure imposed by global powers, and accordingly various problems have arisen in the area of manageability.The question of what are the main factors that lead to the problem of manageability is the main theme of this study. The problem of manageability is closely related to the failed state concept. Therefore, first of all, it is necessary to explain the concept of failed state on theoretical and empirical basis.The current literature on the field is predominantly related to the case study. The number of studies on theoretical and methodological foundations of the concept is still limited, although there has been a visible increase in the recent period. The basic reason is that the failures and / or the collapse processes of the states are interactive. In unsuccessful or collapsed states, causes, triggers and accelerating factors and results are intertwined. For this reason, it is aimed at first to make a theoretical attempt to explain the meaning of the failed state concept better and to better define the object. After a brief look at the history of the concept, that is, the reasons for its emergence and its purpose, the phenomenon failing state and the factors leading to it are defined. In this framework, a general evaluation of the state's manageability capacity or state capacity has been made in Turkey. The analysis reveals that Turkey's statehood is at a moderate level and is fragile in some areas of activity.
