MULTI LEVEL GOVERNANCE IN TURKEY: GENERAL DIRECTORATE OF MIGRATION ADMINISTRATION

Özet

1990’lı yılların ürünü olan yönetişim, Türkiye’de de kamu yönetimiörgütlenmesinde kullanılan bir yönetim tarzı olmuştur. Bir kavram olarak yatayanlamda “birlikte yönetme” ye vurgu yapan yönetişim, Avrupa Birliği (AB)özelinde yeni bir boyut kazanarak, ulus devletler ve ulus devlet altı yönetselkademeler arasındaki bir dikey ilişkiyi de ifade eder hale gelmiştir. Bu ilişki biçimi,Avrupalılaşmanın ortaya çıkardığı Avrupa yönetsel alanının yönetim tarzı olan çokdüzlemli yönetişimdir. Çok düzlemli yönetişim, politika oluşturmada ulus üstü,ulus ve ulus altından oluşan farklı düzeylerdeki kamu, özel sektör ve sivil toplumkuruluşlarının (STK) meydana getirdiği aktörler arasındaki ilişkileri ifade eden biryönetim biçimidir.Bu yönetim biçimi, Türkiye’de de kurumların örgütlenmesi konusundakarşımıza çıkmaktadır. Akademik çalışmalarda yönetişim kavramı genellikle,yerel yönetim çerçevesinde ele alınmaktadır. Oysa yönetişim, merkezi yönetimdüzeyinde de uygulama alanı bulmaktadır. Çalışmada, merkezi yönetimdekikurumsal yapılanmalar açısından bu alanda var olan boşluğun doldurulmasıhedeflenmektedir. Bu çalışmada amaçlanan, Göç İdaresi Genel Müdürlüğüörneği ile Türkiye’nin AB aday üyeliği gereğince çok düzlemli yönetişimin nasılhayata geçeceğinin ortaya konulmasıdır. Bu amaç doğrultusunda betimsel birçalışma gerçekleştirilmiş, ilgili literatür ve politika metinleri incelenmiştir. Yapılaninceleme ile Türkiye’de çok düzlemli yönetişimin ulusal düzlemde Göç İdaresiGenel Müdürlüğü oluşturularak “yasa”l alt yapısının sağlandığı görülmüştür.

Abstract

Governance, the product of the 1990s, has become a management style used in public administration organization in Turkey. As a concept of governance emphasizes “co-managing” in a horizontal sense. This concept has gained a new dimension in the EU and has expressed a vertical relation between the EU, nation states and sub-national administrative levels. This form of relationship is multilevel governance which is the management style of the European Administrative Space that arise from Europeanization. Multi-level governance is a form of governance that expresses the relationship between the public, private sector and NGO’s actors at different levels in policy making. This form of government is also used to the organization of institutions in Turkey. Governance studies, generally, is made in theorically in Turkey. In academic works, the concept of governance is usually addressed within the framework of local government. However, governance also finds application in the level of central administration. In the study, it is aimed to fill the vacancy that exists in this area in terms of institutional structures in central government. This study aims to fill the gap in terms of institutional structures in the literatüre. The purpose of this study is to demonstrate how the multi level governance has realized with the example of the General Directorate of Migration Administration. In the direction of this thought, a descriptive study has been carried out and related literature and policy texts has been examined. It was seen that the General Directorate of Immigration Administration was established and the legal infrastructure of multi-level governance was provided.
