Özet

Sosyal bir yapının ekonomik çıkarları gereği çevresindeki ve ülke dışındaki gelişmelerden haberdar olması, yabancı devletlerin gücünü bilip politikalarını izlemesi, dengeleri koruması ... özetle dünyayı tanıması kendisi için büyük ekonomik çıkarlar sağlar. XIX. yüzyılın önde gelen tarihçi, ilim adamı, bürokrat ve idarecilerinden Ahmet Cevdet Paşa tarafından ileri sürülen bu ifadeler, siyasî ve politik çıkarların iktisadî faydayı da beraberinde getireceği tezinden başka bir şey değildir. Osmanlı Devleti tarih sahnesinden çekildikten sonra, bugün üzerinde kurulan yaklaşık 40'a yakın devlete, hatta başka devletlere de yönetim anlayışı ve organizasyon gibi birçok alanda rehberlik etmektedir. Bir Osmanlı Paşasının yüzyılı aşkın bir zaman önce kendi görüş ve düşüncelerinden yansıyan bu açıklamalar, günümüz toplum ve devletleri için de tecrübe edilecek bilgi ve birikimleri ihtiva etmektedir. Bugün, Batı toplumlarında ortaya çıkan gelişmelerin temellerinin yüzyıllarca öncesinden atıldığı bilinmektedir. Avrupa'nın yeniden şekillenmesinde ulaşılan son nokta olarak görünen Avrupa Birliği (AB), kökü mazide olan siyasî ve ekonomik birlikteliklerin bir sonucu değil midir? Tarihi iyi okumanın ana şartı, dünyayı tanımaktan geçiyor.

Abstract

A social structures keeping track of developments around it, regarding the strength of other countries and setting policies accordingly, keeping the balances ...In short, knowing the world furnishes great economical benefits for itself. This declaration by Ahmet Cevdet Pasa, one of the leading historians, scientists and bureaucrats of 19 th century, is nothing but a thesis affirming that political benefits will bring about economical benefits. After the Ottoman Empire withdrew from the scene of history, it still guides around 40 countries and even other ones that are established on its former lands in fields of organisation and conception of goverment. This declaration having reflected from an Ottoman Pasha's personal views and thoughts, contains information and experience that are still valid for contemporary societies and states. It is well known that the developments in western socities today had been established centuries ago. Is not European Union (EU) which is regarded as the last point in reconstruction of Europe, an outcome of political and economical unions that were rooted in the old past? The main condition for effective assuming of history is knowing the world.
