Özet

Osmanlı düzeni, kendine özgü bir yapılaşmaya sahiptir. Yönetim veya merkezi sistem, genellikle Enderun'da yetişmiş grupların elindedir. Hanedan-ı Hümayun veya Patrimonial yönetimin çekirdeği bu azınlık gruplarına dayanır. Bu oluşumun anatomisini yakından görmemiz yararlı olacaktır. Bir toplumda elitist kadro, bir organizmada beyin konumundadır. Akıl ve düşünce sisteminin temel buyruğu ve alt yapısı organizmanın prima mobilasını oluşturan tamamen beyinle bağlantılıdır. Bir toplumda da yönetici tabaka üst grupların egemenliği altındadır. Bu seçkinci gruplar, toplumsal dinamiğin kendine özgü bir çekirdeğini oluşturur. Elitist tabaka, kendi, gücünü içinde yaşadığı toplum sisteminin statü-norm ve değerler düzeniyle özdeşleştirmek suretiyle sürdürür. Osmanlı toplum yapısında yönetici ve askeri sınıf temel unsurları ile Yabancı Soylular olarak belirleyeceğimiz bir kadroyu oluşturur. Tarihsel süreç açısından bu tür bir yapılaşmanın, günümüz olaylarına yönelik etkileşimlerinin tüm izlerinin silinip gittiği tezi kabul edilemez. Bu nedenle, olaylar zincirinde Yabancı Soylular kimliklerini korumuş, kurumlaşmış ve Cumhuriyetle de dışlana-mamıştır. Günümüz Ergenekon olayları ve yan ürünleri kadar Kürt kimliğinin yükselişinde bu gelenekli yönetici kadroların oyun kuralları tüm niteliğini sürdürmektedir. Bu tarihselci süreçte, kozmopolit aydın tabakanın yüzyıllarca baskıncı kişilikleri, Cumhuriyet öncesi ve sonrası, olayların biçimlenmesi ve yönlendirilmesinde, karizmatik misyonlarını devam ettirmişlerdir. Bu nedenle, Türk toplum dinamiğinin ilk hareket ettirici rolünü temsil eden bu gelenekli Patrimonial yönetim biçiminin alt yapısını oluşturan sorunların eleştirel bir zihniyetle yeniden ele alınmasında zorunluluk vardır.

Abstract

Ottoman Urban Classes and Reference SystemsThe Ottoman system had a unique organization. The government or central system was usually in the hands of groups trained in the Enderun. The core of dynastical or patrimonial administration was dependent on these minority groups. It would be useful to examine closely the anatomy of this formation. The elitist cadre in a society is like the brain of an organism. The basic command and sub-structure of the mind and thought system are completely linked to the brain, the prima mover of the organism. Administrative class in a society is under the control of the ruling upper class. These elitist groups form the special core of social dynamics. The elite of the society maintains its own power by identifying with status-norms and values of the society they live in. The administrative and military classes of the Ottoman society with their basic characteristics formed a cadre that one can specify as foreign elite (of foreign descent). From the point of historical process, one cannot accept that all traces of influence that this [Ottoman] organization may have on the present-day events would completely disappear. The identity of the foreign elite was maintained and institutionalized with the chain of events, and was not even excluded during the Republic. All features of the rules of game employed. by traditional administrative cadres are evident in both today's Ergenekon events and its ramifications, and in the rise of the Kurdish identity. In this historical process, dominant personalities of the cosmopolitan, intellectual elite have continued to shape and direct events before and after the Republic, pursuing their charismatic mission. Therefore, it is essential that factors which form the infrastructure of this traditional and patrimonial administrative style should be critically reviewed, as this elite group assumes the role of the first mover in the dynamics of the Turkish society.
