Özet

Bilindiği üzere Elamlılar eskiçağ İran’ının yüksek kültürlü topluluklarından idi. M.Ö. 3000-640 yıllarında İran’ın güney batı, batı ve güney bölgelerinde hüküm sürmüş olan Elamlılarda taht veraset sistemi ağabeyden kardeşe doğru idi. Ondan da yeğene, yani ölen ağabeyin oğluna doğru uzanırdı. İrani kavimlerde de bu geleneğin var olduğu, İskitlerde görüldüğü, ancak Partlarda bariz bir şekilde saptandığı bilinmektedir. Türklerde ise taht veraset sisteminin hep babadan oğula geçtiği yönünde olduğu, kimi zamanlarda bazı nedenlerden dolayı sapmalar olduğu ve bu sapmalarda kardeşin ağabeyin yerine geçtiği öne sürülmektedir.1 Oysa bu sapmaları dikkatlice incelediğimizde bunların belli bir kurala tabi olduğu, toplumun daha ilk aşamalarında ve soy, oymak, oba dönemini geçirirken hükümdarlık sırasının ağabeyden kardeşe doğru olduğu, soylar ve boylar büyüdükçe, zenginleştikçe ve çekirdek ailelerin oluşmaya başlandığı dönemlerde bu kuralın yavaş yavaş bozulduğu, babadan oğula bir seyir izlemeye başlandığı, ancak asla önemini kaybetmediği ve 20. yüzyıla kadar gelebilen Osmanlı Türk devletinde de uygulandığı görülmektedir.2 Çok uzun ömürlü bu olgunun ve geleneğin Türk sosyal ve siyasal yaşamında çok önemli bir yer tuttuğu bilinmektedir. Bu araştırma ile bu geleneğin sadece Türklere özgü olmadığını, onlardan önce başka kavimlerde de var olduğu ve Elamlılarla Türklerin bu geleneklerinde yakın bir benzerlik olduğu gösterilmeye çalışılacaktır.

Abstract

Elamites were one of the nations that had a high level of cultural values in the ancient Iran. The inheritance of throne in Elamites, dominating the southwest, west and south of the ancient Iran between 3000-640 BC, was from elder brother to young brother. His Successor was usually his nephew, the son of the dead elder brother. This system of governance was seen in Iranian tribes such as Skythes, but was used in Arsakids Dynasty evidently. According to some researches, the inheritance of throne in Turkic nations was from father to elder son, this system was irregularity in some cases and sometimes young brother became the successor of his elder brother. But studies on these irregularities of the system indicate that this system depended on certain rules, for example in small tribes the system of inheritance and power distribution was from elder brother to younger brother. However, in large nations and with the transformation of large families to small families this rule changed and the power transformed from father to elder son and this rule never lost its importance and was used by the end of Ottoman Empire. This structure of power having a long history has an important place in Turkish social and political arena. In this study, we try to examine that this system of power was not only used by Turkic nations, but by other nations and tribes as well and we will depict the existence of some similarities between Elamites and Turkish nation.
