Kuruluş dönemi'nde Osmanlı'da meşveret kültürü

Özet

Meşveret geleneği ve kültürü, İslâmiyet öncesi Türk devletlerinde ve İslâmiyet döneminde Hz. Peygamber zamanından beri Emevi, Abbasi ve Selçuklu devletlerinde uygulanagelen bir gelenekti. Bu köklü geleneğin Osmanlıların kurulduğu ilk yıllardan itibaren var olduğunu, daha sonraki zamanlarda genişletilerek imparatorluğun sonuna kadar devam ettiğini görüyoruz. Osmanlılarda kuruluş dönemi padişahlarından Osman, Or- han, Murad Hüdâvendigâr, Çelebi Mehmed ve Murad Gazi meşverete ge- reken önemi verdikleri hâlde Yıldırım Bayezid meşverete ya hiç başvur- mamış ya da meşveret sonucu ortaya çıkan kararlara riayet etmemiştir.

Abstract

The custom and culture of consultancy was being in use from the time of Pre-Islamic Turks, the time of Islam prophet Muhammad, Emevi, Abba- sid and the State of Seljuk. It s seen that this rooted custom had been al- so continuing since the establishment period of Ottoman Empire to the end. The sultans of the establishment period of Ottoman Empire such as Osman, Orhan, Murad Hüdâvendigâr, Çelebi Mehmed and Murad Ghazi had conformed to this custom; on the other hand Yıldırım Bayezid either never applied this custom or disobey.
