Özet
Felsefe, bilim, sanat vb. gibi çoğu disiplinde “boş(luk)” olmadan “dolu(luk)”, “dolu(luk)” olmadan ise “boş(luk)” anlamsızdır. Mimarlık ve şehircilik disiplinlerinin temel problem alanı olan mekânlarda da “dolu”ya karşılık gelen yapılı çevre ile “boş” kavramının karşılığı olan açık alanlar üzerine temellenen ikili bir ilişki mevcuttur. Ancak, şehirleri tarih boyunca anlamlı kılan bu birliktelik mekânsal boşlukların tahrip edildiği 21. yüzyıl dönümünde değişime uğrayarak dönüşmeye başlamıştır. Özellikle eteklerine doğru sınırsız bir biçimde genişleyen şehirlerin kentleşme süreçlerini en yoğun şekilde deneyimlendiği çeperlerinde gözlemlenen söz konusu durum, mekânsal boşlukların sahip olduğu değer ve niteliklerin tespit edilemeden kaybedilmesine yol açmaktadır. Bu çalışma, şehirlerin oluşumunda ve sürekliliğinde önemli rolleri olsa dahi çoğunlukla âtıl durumda olan ve bu gibi sebeplerden ötürü olası yeni yapılaşma alanları olarak görülen mekânsal boşlukların dönüşümü süreçlerine dikkat çekmek amacındadır. Bu doğrultuda makale kapsamında gerçekleştirilen örnek inceleme, Türkiye’nin küresel metropolü olan İstanbul’un hızlı ve radikal büyümesi sonucunda merkezde kalsa dahi doku ve kullanım bakımından halen çeper karakteri gösteren bir şehir bileşenine dönüşen İstanbul Kara Surları Dünya Miras Alanı (İKSDMA) üzerinden gerçekleştirilmiştir. Mekânsal boşlukların bir değer olarak kavranması yolunda farkındalık sağlama hedefinde olan bu makale kapsamında İKSDMA’nın belirlenen tarihi dönemler dahilinde mekânsal bir boşluk olarak hangi bileşenlere sahip olduğu, ne gibi anlamlar taşıdığı ve hangi müdahalelere maruz kalarak yitirilme tehdidiyle karşılaştığı kronolojik olarak aktarılmıştır. Çalışmanın ilerleyen bölümlerinde ise günümüzde UNESCO Dünya Miras Alanı statüsüyle uluslararası ölçekte koruma altında bir kültürel miras olan İKSDMA’nın nasıl etkilendiği yorumlanmıştır. Gerçekleştirilen saha çalışmaları aracılığıyla yapılan bu yorumlama ışığında, deneyimlediği türlü müdahalelere rağmen mekânsal bir boşluk olma niteliğini bugüne dek koruyabilen kültürel bir değer olan söz konusu alanın gelecekteki sürdürülebilirliği sorgulanmıştır.
Abstract
In most disciplines such as philosophy, science, and art, “void” is considered meaningless without solid, and vice versa. In parallel to that, it is possible to observe the same relationship in the fields of architecture and urbanism, whose main research interests are the combination of the built environment which correspond to “solid” and unoccupied open areas which corresponds to “void”. However, this bilateral relationship that makes cities meaningful throughout history, has started to lose its meaning by the turn of 21st century when the heavy transformation on spatial void has begun. This situation, which is observed especially in the periphery areas of the expanding cities towards their outer skirts, leads to the loss of the meaningful whole formed by the coexistence of solid and void even before appreciating their actual value. This study aims to draw attention to the processes of transformation of such voids, which are mostly inactive/left- over and considered as potential construction areas even if they have important roles in the formation and continuity of cities. The study is structured on the framework of sampling based on the proposed approach and method to the chosen case study, Istanbul Land Walls World Heritage Site (ILWWHS), which has become a part of the city center because of the growth of the city and still show the character of the periphery in terms of texture and use. Within the scope of this article, ILWWHS has been defined chronologically within the historical periods determined considering the important breaking points of Istanbul. In the following section, the chronologically differentiated solid-void relationship of the study area has been investigated with respect to their values and threats by giving reference to the interventions subjected from the past to the present day. As a result of the outcomes obtained through the field studies, the effects of the continuous changes on the site have been evaluated and the sustainability of ILWWHS, as a cultural value under international protection with the status of UNESCO World Heritage Site to be conserved, has been questioned.
