Özet

Bu çalışmada erken Cumhuriyet dönemi Türkiyesinde frengi hastalığı ile mücadelenin hangi dayanaklar, yaklaşımlar ve pratikler içerisinde gerçekleştiği tartışılmaktadır. Bu dönemde konuya dair üretilen tıbbi ve pedagojik nitelikli metinlerin ortaknoktası, frenginin nüfusun azalmasında etkili olan başlıca hastalıklardan biri olduğudur. Ulusal bir felaket olarak kavranan frengiyle mücadele çok boyutlu olarak düşünülmüş ve dönemin kamu sağlığı siyasetinde önemli bir yer edinmiştir. Ancak dönemin ölüm istatistiklerine, metinlerdeki siyasi ve ahlâki mesajlara baktığımızda frengiyle mücadelenin esas karakterini nüfusu biyopolitik stratejilerle iyileştirme, toplumu belirli ahlâki ilkeler etrafında şekillendirme, denetleme ve normalleştirme kaygısının oluşturduğu görülmektedir. Bu metinlerde frengi ahlâki dejenerasyon, delilik ve fuhuşla özdeşleştirilirken, frengililer ahlâki yargılamalarla kriminalize edilmektedir. Metinlerde özellikle kadınlar ve gençler özel bir yer tutmaktadır. Bu bağlamdasöz konusu metinler bir yandan hastalığın yayılmasında esas sorumluluğu kadınlarayüklerken bir yandan da gençleri ahlâki terbiye ve evlilik aracılığıyla hastalıktan korunması gereken özneler olarak ele almaktadır.

Abstract

The study discusses the approaches and practices employed for the struggle withsyphilis in early republican period of Turkey. The texts produced in this periodabout the issue share a common ground by defining syphilis as one of the majordiseases that is effective in reducing the population. Struggle with syphilis as a national disaster was conceived broadly and gained an important position in publichealth policy of the period. However when we observe the death statistics and political and moral messages implied by the texts, it becomes clear that the characterof struggle with syphilis was formed by aiming to improve the population via biopolitical strategies, shaping the society around certain moral principles, with theconcern of monitoring and normalization.In these texts sypilis is identified withmoral degeneration, insanity and prostitution, while syphilitics are criminalizedwith ethical judgements. In the texts, especially women and the young have a special place. In this context, above mentioned texts hold women responsible for thespread of disease, and they deal with the young as subjects who need to be pro- tected from disease via moral decency and marriage.
