Özet

Devlet aklı, devleti yönetmeye ilişkin bir akıl yürütme biçimi, bir tasavvur bütünüdür. Bu bağlamda devletin normal hayatta tâbi olunan kurallarla yönetilemeyeceğini, devlet yönetiminin tâbi olacağı kurallar bütününün sıradan ilişkileri düzenleyen normlardan farklı olduğu iddia edilir. Devlet aklının temel gayesi, devletin bekası ve iktidar pozisyonunda olanların konumlarını korumalarıdır. Bu makalenin amacı, devlet aklına referansla Türkiyede devletin Ermeni soykırımının tanınması taleplerine ne şekilde cevap verdiğini ve resmi tezi savunan aktörlerin nasıl bir eylem repertuarına sahip olduğunu 1915ten günümüze kadar olan süreçte analiz etmektir. Ayrıca bu makale, Ermeni soykırımının inkârının Türkiyede devlet ile toplum arasındakientegrasyonunun sağlanmasında kilit bir rol oynadığını iddia etmektedir. Çalışma ilkönce erken Cumhuriyet döneminde inkârcılığın inşa sürecine odaklanıyor. İkinci bölüm, Esat Urasın Tarihte Ermeniler ve Ermeni Meselesi kitabına referansla, inkârcılığın sistematize edilme çabasındaki dönüm noktasına yoğunlaşıyor. Üçüncü bölümde12 Eylül askerî darbesi sonrasında sivil ve askerî bürokrasinin Ermeni meselesine dairgeliştirdiği stratejiler inceleniyor. Dördüncü bölüm ise Dışişleri Bakanlığının inkârcılığın üretilmesindeki rolünü mercek altına alıyor. Beşinci bölümde Batı parlamentolarına soykırımı tanıma tasarıları geldiği dönemde, Türkiyenin diplomatik mücadeledekullandığı hamle repertuarı tartışılmakta. Altıncı bölüm, genel olarak milli eğitimdebilhassa da yüksek öğrenim alanında inkârcılığı yeniden üreten mekanizmalara odaklanıyor. Diğer bölümde ise Orhan Pamuk ve Hrant Dink davalarında olduğu üzere resmî anlatının yargı mekanizmlarıyla nasıl korunmaya çalışıldığını anlatıyor. Son olarak makalede inkârcılığın, devlet aklının sürekliliğinde önemli bir rol oynadığı iddiaediliyor. Ayrıca resmî taktik ve stratejlerin resmî teze meydan okumalara göre değişim gösterdiği ve fakat inkârcılığın ısrarlı bir biçimde yeniden üretildiği ifade ediliyor

Abstract

The concept of raison d état refers to the sum of strategies, rules and normsthrough which the state actualizes its authority. This concept suggests that thestate authority requires a different set of strategies, rules and norms from the onesused to administer the daily routine of public life. The principle aim of the raisond état is to protect the status of the authority and to ensure the state s institutional survival. The idea that the interests of state authority take precedence over individual, economic or societal interests forms the main assumption of the raisond état. In this conceptual framework, this article aims to analyze how the Turkishstate has been responding to demands of recognition of Armenian genocide andthe repertoire of action through which agents of the Turkish state have been de- fending the official narrative from 1915 to present. The article claims that the denial of the Armenian genocide has played a key role in the integration of societywith the Turkish state. The article first focuses on the roots of denialism in the Early Republican era and then it sheds light on the turning point that systematized thedenialist narrative by referring to Esat Uras s book The Armenians in History andthe Armenian Question. In the third section, the article examines the set of strategies developed by Turkish officers and bureaucrats under the military regime. Thefourth section analyses diplomatic tactics used by the Turkish state in order to defend the official stance at the time when Western countries parliaments began torecognize the Armenian genocide. This paper also focuses on the process of for- mation and dissemination of official narrative by underlining the role of the Ministry of National Education and Higher Education Board. Finally, the judicial mechanism and court decisions for Orhan Pamuk and Hrant Dink-which fortify the officialnarrative by referring to the penal code-are incorporated into the analysis. At theend of the paper, we claim that the denial of the Armenian genocide has played akey role in the continuity of the raison d état in Turkey. The official strategies havebeen changed in accordance with challenges to the official narrative; however, denialism has been reproduced persistently.
