Kıyı Nöbeti: Osmanlı Devleti'nin Akdeniz'de Kıyı Koruması

Özet

Bu makale Osmanlı Devleti’nin Akdeniz’deki özel bir kıyı güvenlik sisteminin yapısını ve unsurlarını inceliyor. Düşman ve haydut gemilerinin sürekli tehditleri Osmanlı donanmasının mevcut savunmasına ek olarak kıyı bölgelerinde ilave önlemler alınmasını gerektirmekteydi. Saldırı olasılığına karşı devamlı denizi gözetlemekle görevli olan asker ve sivil personelden oluşan Kıyı Nöbeti sistemi bu bağlamda Osmanlının Akdeniz’deki genel savunmasının bir unsuruydu. Bu çalışmada Kıyı Nöbeti tanımlanarak, uygulamaya katılan gruplar çerçevesinde açıklandıktan sonra uygulamanın Osmanlı kıyı güvenliği üzerindeki sonuçları tartışılmaktadır.

Abstract

This study analyses the structure and the components of a particular coastal security system of the Ottoman State in the Mediterranean Sea. The recurrent threats of the enemy ships and of the pirates required further measures in the coastal landscape in addition to the traditional Ottoman naval defense strategies. The Kıyı Nöbeti, a system based on the principle of continuously watching the sea by both military and civil population in order to report potential enemy threats was therefore a significant element in the Ottoman total defense strategy for the Mediterranean Sea. After briefly discussing the system and describing the groups involved therein, I discuss the consequences of the practice within the context of the Ottoman sea security in general.
