FUÂD ŞÜKRÜ VE SALTANAT-I MİLLİYE TEMELLERİ

Özet

Fuâd Şükrü,Saltanat-ı Milliye Temelleriadlı eserini 1923te TBMM.ye sunmuştur. Bu eserinde milletin refahı, mutluluğu ve egemenliğini bazı şartlara bağlar. Bu şartları; bütün milleti okutmak, zenginleştirmek ve vatan müdafaasına hazırlamak başlıkları altında toplar. Bu şartlar gerçekleştirilirken de kanun gücünün etkin kılınması ve halka maddî bir külfet getirilmemesi gerektiğini dile getirir. Aynı zamandauygulamayı kolaylaştırmak ve hatta uygulanabilirliği sağlayabilmek için dinî hükümlerden de istifade edilmesi ve mahallî özelliklerin de dikkate alınması gerektiğini iddia eder. Fuâd Şükrü bu doğrultuda bir eğitim, ekonomi, askerlik ve yönetim politikası belirler.Bu çalışmamızda Fuâd Şükrünün Saltanat-ı Milliye Temelleri adlı eserindenhareketle milletin saltanatı için öngördüğü şartlar ele alınacaktır.

Abstract

Fuad Şükrü has presented to the Parliament his bookthat is named "Fundamentals of the Reign of the Nation". In this book he bonds in some circumstancesto nation's well-being, happiness and sovereignty.He balls these circumstances under the headings of all the nation of educate, enrich and prepare for defending the homeland.He expresses should be efficient the power of the law andshouldnotbeinstalledafinanciallyburdentothepublicwhileperformingthese circumstances.At the same time,he argues should be benefit from religious rules and should be taken into account the local characteristics for to facilitate the application and even to ensure the applicability.Along these lines Fuad Şükrü determines a policy of education, economy, military andmanagement.Inthisstudy,willbetranscriptof Fuad Şükrü's book that is named "Fundamentals of the Reign of the Nation" andby moving this, will be dealt his conditions foreseen in for the reign of the nation.
