Özet

Parti müfettişliği, Halk Fırkası'nın kurulmasından bir süre sonra, parti teşkilatı üzerinde denetim ve kontrol sağlamak ve partinin merkezî yapısını sağlamlaştırmak amacıyla kurulmuştur. Her parti müfettişi, parti teşkilatıyla birlikte bölgesini iki kez teftişten geçirerek, iki teftişin sonucunu tek rapor halinde CHP Genel Sekreterliğine göndermekle görevlendirilmiştir. Parti müfettişi Muhtar Ertan'ın raporu, sadece Elazığ ve bu ile bağlı Tunceli ve Bingöl ile ilgili bilgileri içermekle birlikte, idari yapıdan eğitime, sosyo-ekonomik durumdan sağlık ve ulaşım koşullarına kadar, 1943 yılı itibariyle, bölge ve hatta ülke hakkında genel bir fikre ulaşmamıza yardımcı olmaktadır.

Abstract

The Party inspectorship, after the foundation of Halk Fırkası, has been set up in order to regulate and get under control the party agency and strengthen the central structure of the party. Each party inspector, with the party agency, is in charge of sending the reports to The People's Republican Party (CHP) General Secretaryship after investigating the towns twice and transforming these two reports into one report. These reports are not only about the administrative structure but also education and socio-economic conditions, health and transport of the region and even country in 1943.
