İnovasyon İndeksi Yardımıyla Türkiye'de İllerin Rekabetçilik Analizi: Düzey-III Örneği

Özet
Bu çalışmada Türkiye'de mekânsal birim olarak dikkate alınan 26 NUTS düzeyinde illerin rekabet düzeyinin ortaya konulması amaçlanmıştır. Toplamda 22 değişkenin dikkate alındığı ve Faktör Analizinin kullanıldığı analizlerde illerin rekabetçiliğinin ortaya konulabilmesi için inovasyon indeksi hesaplanmıştır. Bu bağlamda yakın inovasyon indeks değerlerine sahip olan iller gruplandırılmıştır. Bu kapsamda Türkiye'de Düzey-III Bölgeleri için bölgeler arasındaki gelişmişlik farkları ortaya koyulmuştur. Analiz sonuçlarına göre ilk sırayı 24.01'lik indeks değeri ile İstanbul almıştır. İstanbul'u 14,03 indeks değeriyle Ankara ve 7,93 indeks değeriyle Kocaeli izlemektedir. İnovasyon indeksinde son 3 sırayı Ağrı, Bitlis ve Muş almıştır. Benzer indeks değerlerine sahip iller arasında gruplandırmalar yapılmış ve toplamda 6 homojen grup belirlenmiştir. 1. derece inovasyon kapasitesi gelişmiş iller grubunda İstanbul, Ankara, Kocaeli, İzmir ve Bursa yer almıştır. Son sırada yani 6. derece inovasyon kapasitesi gelişmiş iller grubunda ise toplam 14 il yer almıştır
Abstract
In this study, it has aimed to reveal the competitiveness of the provinces on the level of 26 NUTS considered spatial units in Turkey. The innovation index was calculated in the analysis in which total of 22 variables taken into account and used factor analysis to present the competitiveness of the provinces. In this sense, provinces are grouped with their relative innovation index value. In this context, the development gap between regions for Level-III regions in Turkey has found. According to the results of our analysis, Istanbul takes the first place with 24.01 index value. Ankara with index value of 14.03 and Kocaeli by 7.93 index value follow Istanbul. Ağrı, Bitlis and Muş ranked at the last three rows of the innovation index. Grouping was made between provinces with similar indices and six homogeneous groups were determined in total. Istanbul, Ankara, Kocaeli, Izmir and Bursa took place in the primary group consisting of provinces whose innovation capacity developed. There are a total of 14 provinces in the last group and their innovation capacity development classified as the sixth degree
