Özet
Bir ekonomide tüm sektörel ilişkiler girdi çıktı analiziyle incelenebilir. Girdi çıktı analizi ile çoğaltan analizleri yapılabildiği gibi doğrusal programlamayla birlikte kullanabilen bir analiz yöntemidir. Bu çalışmada girdi çıktı analizi bulanık hedef programlama ile kullanılmıştır. Hedef olarak Kalkınma Bakanlığı tarafından belirlenen orta vadeli program olan YEP (Yeni Ekonomi Programı) çerçevesinde 2019,2020 ve 2021 GSYH (Gayri Safi Yurtiçi Hasıla) değerleri alınmıştır. Bu hedefler opsiyonel olarak %3 sapma değerleriyle bulanık hedef olarak belirlenmiştir. 2017 yılında TÜİK (Türkiye İstatistik Kurumu) tarafından hazırlanan 17 sektöre ait elektrik tüketim değerleri dikkate alınarak 2019, 2020 ve 2021 sektörel üretim ve elektrik tüketim değerleri senaryoları bulanık hedefler çerçevesinde miktar ve tutar olarak tahmin edilmiştir. Bulunan sektörel üretim ve elektrik kullanım değerlerinin dikkate alınması, yapılacak elektrik enerjisi yatırım bölgelerinin belirlenmesi ve yatırımların yönlendirilmesine yardımcı olacaktır. Ayrıca elde edilen sonuçların ekonomi programlarının değerlendirilmesi noktasında da katkı sağlaması beklenmektedir
Abstract
In an economy, all sectoral relations can be analysed with input and output analysis. It is an analysis method which can use multiplier analysis with input output analysis and can be used with linear programming. In this study, input output analysis is used with fuzzy target programming. The target is 2019, 2020 and 2021 GDP values within the framework of YEP (New Economy Programme) which is the medium-term program determined by the Ministry of Development. Optionally, these targets are set as fuzzy targets with 3% deviation values. The electricity consumption values of 17 sectors prepared by Turk Stat (Turkish Statistical Institute) in 2017. Considering these sectors, the sectoral production and electricity consumption of the sectors in 2019, 2020 and 2021 is estimated as amount and value within the framework of fuzzy targets. Taking into account the sectoral generation and electricity usage values, it will help to determine the investment regions and direct the investments. In addition, the results are expected to contribute to the evaluation of economic programs.
