Özet

Tanzimat dönemi ile birlikte Osmanlı geleneksel toplumunda meydana gelen dönüşüm, iç dinamiklerin harekete geçirdiği kendiliğinden ortaya çıkan bir süreç olmaktan ziyade, Avrupa karşısındaki gerilemenin zorunlu kıldığı, devletin başlatıp yönlendirdiği reform dönemine denk gelen bir harekettir. Devletin yönetim mekanizmasını ilgilendiren reformlarına koşut olarak toplumsal yaşama giderek daha fazla nüfuz etmesi toplumsal normların değişiminde de dinamik bir rol üstlenmesine yol açmıştır. Geleneksel toplum normlarında değişimi işaret eden belirtilerden biri, Müslüman şehirli kadının toplumsal konumunun tartışılmaya açılmış olmasıdır. Diğer taraftan, gerek kadının toplumsal konumunun yükseltilmesi konusunda yapılan tartışmalar, gerekse sosyal yaşamını ve hukuki haklarını etkileyen yasal düzenlemeler köklü değişikliklerin değil tedrici ve muhafazakâr bir modernleşmenin tercih edildiğini göstermektedir.

Abstract

Transformation of Ottoman traditional society in the Tanzimat period was not a spontaneous process led by the internal dynamics, rather it coincided with a reform period which became inevitable with the European supremacy and which was initiated and directed by the state. Gradual expansion of the state power, through administrative reforms, dominating the social life, caused the state to undertake a dynamic role in the transformation of social norms. One of the evidences of change in the traditional social norms was the debate on the social status of Muslim women living in the cities. Both the discussions about rising the social status of women and the regulations influencing their social life and legal rights indicates that a conservative and gradual modernization was preferred to a dramatic and a sudden change.
