Güç/Zor ve "Piyasa Ekonomisi" Bağlamında Adam Smith'in "Merkantil Sistem" Eleştirisi

Özet
Fernand Braudel'in analizlerinde "piyasa ekonomisi" ve "gerçek kapitalizm" adı altında iki kavram bulunmaktadır. Gerçek kapitalizm, piyasa ekonomisinin arz talep yasaları, rekabetçi piyasalar gibi araçları ile analiz edilmeye uygun değildir. Piyasa ekonomisinin üzerinde, saydam olmayan ve büyük yırtıcıların dolaştığı bu alanı, piyasa karşıtı olarak tanımlar. Smith merkantil sistem eleştirisi ile bir anlamda bu alanı keşfetmiş ancak keşfinin sonuçlarını yeterince analiz etmemiştir. Merkantil sistem eleştirisi bir anlamda adı konmamış "gerçek kapitalizm" eleştirisidir. Rekabet sürecinin doğal ücret, doğal kâr ile sonuçlanmasına benzer biçimde adeta 'doğal ölçek' büyüklüğü ile sonuçlanmaktadır. Bunun sonucu olarak, sermayenin temerküzü ön plana çıkmamakta ve rekabet sürecinin sekteye uğramadan devam edeceği kurgulanmaktadır. Merkantil sistemde doğal sürecin sekteye uğramasını kendisinin deyimiyle tüccar ve manüfaktürcüler (sermaye) ile siyaset arasında kurulan işbirliğinden kaynaklandığı düşüncesindedir. Bu nedenle iktisadi alana kendi dışından bir müdahale, bir sapma olarak incelenir. Sermayenin doğasına yönelik sınırlamalardan kaynaklanan bu sonuç sadece merkantil sistem eleştirisinin bu yönünü sakatlamakla kalmaz. İktisadi alan, siyasi alan ya da sivil toplum devlet ilişkisi konusunda geliştirmeye çalıştığı ikilikleri de zayıf bir sermaye tanımı temelinde yükselmesine neden olur. Bunlardan birisi sermaye ve güç arasındaki ilişkinin ele alış biçimidir. Merkantil sistemde, gücün iktisadi olanla birlikte değerlendirilmesi eleştirilir ve aşılması gereken bir durum olarak incelenir. Merkantil sistemin ortadan kalkması ile ortadan kalkacağı düşünülür. Ticari topluma yönelik iyimserlik ortadan kalkmasının nedenlerinden biri olarak ortaya çıkar. Smith merkantil sistem eleştirisinde bir anlamda atı arabanın arkasına bağlar. Sermayenin doğasına ve "piyasa ekonomisi"nin rekabetçi yapısına aykırı olarak var olan "gerçek kapitalizm"e yönelik çıkarımlar yapmak yerine, onu hipotetik olarak kurguladığı "ticari sistem"den sapma olarak değerlendirir
Abstract
"The market economy" and "real capitalism" are the two concepts of Fernand Braudel's analysis. Real capitalism, which is beyond the market economy, is not a convenient zone to be analysed via the tools of the market economy such as supply and demand laws and competitive markets. Contrary to market economy, real capitalism is the zone of anti-market above which shadowy and big predators roam. With his criticism of the mercantile system, Adam Smith seems to have explored the zone in question but not to have sufficiently analysed the results of his exploration. Smith's criticism of the mercantile system can also be evaluated as the criticism of real capitalism. The competition process of Smith has some similarities with "the market economy" defined by Fernard Braudel. "The market economy" and "real capitalism" have different characteristics. One of the most important differences is that the former can be analysed by free market categories such as price elasticity of supply or demand but the latter cannot be analysed through the same categories. Although Smith discovers the anti-market zone, mercantilism, it is possible to say that he did not analyse it entirely. In fact, the criticism of mercantile system is a real criticism of "real capitalism". In his criticism, the relation between politician and "merchant and manufacturers"/capital is more important than the other arguments to shape the system that is totally against the free competition as the same mean, "the natural course of things". Smith thinks that the market and the politics have to be dichotomised as each one has its own rules or principles. Whatsoever intervention from politics to market about rules of market is labelled externally so that they hinder to bring out the result of free competition. What must be underlined is that Smith generally approves to remedy attempts the result of competition process if they cannot meet the needs of the most part of society but laws or principles of free market still be operated whatever its results. The emerging problem from the inadequate analysis of capital is that Smith considers that power/coercion can be separated from capital categorically so power/coercion used in mercantile system cannot be considered as belonging to the system internally. It can be determined that Smith puts the cart before the horse in the criticism; he assessed definitely how unfettered interests of "merchant and manufacturers"/capital classes turn against society. However, the assessment did not lead to an understanding of what the true nature of capital or the real capitalism is in spite of the fact that he hypothetically contemplates a "commercial system" in which capital works according to free competition
