Abstract

The primary roles of the foundational education and the teachers are; to form the social culture in parallel with certain concepts, to make contribution into the process of social organization and to protect the structure built in this sense. Even though it is hard to decompose such roles, it is possibble that one role can surpass the others under certain social conditions. When the societies are in an effort to reproduce themselves and restructure their social and political systems, the role of “developing the culture/society” looms large but when it is a term that they are trying to protect the current cultural values and socio-political system, this time, “the conservative role ” becomes more dominant. Since the issue of “forming a culture/society” is more urgent and has a more strategic importance, it is considered that foundational education and teaching profession gain more ground in the revolutionist periods.
