Eğitimde Yeniden Yapılanma Siyasalerı "Müfredat Laboratuar Okulu"

Özet

Tüm dünyada etkileri derinden hissedilen kamuda yeniden yapılanma siyasaları, son yıllarda eğitim alanını da etkisi altına almıştır. Özellikle literatürde “etkili okul” hareketi olarak bilinen çalışmaların ivme yakalamasıyla beraber yirminci yüzyılın sonlarında kimi ülkelerde eğitim reformları gündeme gelmiştir. Bu reformların özünü, “okula-dayalı yönetim (ODY)” anlayışı çerçevesinde eğitim sistemini yeniden yapılandırmak oluşturmuştur. Başta Anglo-Sakson ülkelerde olmak üzere başlatılan eğitim reformları, ülkemizde de “müfredat laboratuar okulları (MLO)” projesi çerçevesinde hayata geçirilmiştir. Bu çalışmada, MLO’nun ortaya çıkışında rol oynayan ulusal ve uluslararası dinamikler betimlenmeye çalışılmış ve bu projenin eğitim sistemindeki etkileri incelenmiştir. Çalışmanın sonunda, bu projenin kamusal okul yönetimi anlayışını, özel sektör işletmecilik anlayışı ile ikame etmeye yöneldiği sonucuna ulaşılmıştır.

Abstract

The policies of public sector reform of which affects have been deeply felt in the world have also influenced education sector recently. In some countries education reforms have been put into progress with the spread of “effective school” movement studies in the late twentieth century. In the center of these reforms there is the idea of re-building education system with the “school-based management (SBM)” approach. Education reforms which were primarily initiated in Anglo-Saxon countries have been applied in Curriculum-Laboratory-Schools (CLS) in Turkey. In this study it has been tried to describe the national and international dynamics that have played roles in CLS and to understand its effects in our education system have been examined. At the end of the study, it has been concluded that this project has aimed at replacing the public education administration approach with the private sector management approach.
