Evaluation of right to information act within the framework of european community governance understanding

Abstract

Today, in which the information age is being lived, information is both evaluated as a personal resource and a key economic resource and accepted as the onliest meaningful resource. The one that will contribute to the creation, evaluation and use of information is human being. The accesibility and flow of information are supported by legal arrangements as well as information based economy.The right to information act which is in Turkey approved in October 2003 and became effective in April 2004 constitutes the foundations of legal infratructure. The good governance pinciples are published in the “white report” which is published by the European Commission in 2001. The right to information act which is one of the most important steps of applying these principles in Turkey became effective as a legal right of citizens. In this study, the evaluation of this legal right with respect to the governance principles is probed.
