Nizamülmülk’ün Siyasetnamesi ve İstihbarata Yönelik İlke ve Yöntemleri

Özet

Ġslam Tarihinde devlet yönetimi ve yöneticilere yönelik yazılan eserlere verilen isim olan siyasetname türü eserler devletin nasıl yönetileceğini, yönetenlerde bulunması gereken özellikleri ve dikkat etmeleri gereken hususları açıklamayı hedeflemiĢlerdir. Bu açıdan devlet idaresi ile ilgilenen herkesin dikkatini çekmiĢlerdir. Kısa sürede birçok örneği ortaya çıkmıĢtır. Bunlardan biriside üzerinde ilginin en çok yoğunlaĢtığı Nizamülmülk‟ün “Siyerü‟l-Mülûk”ü olmuĢtur. Çünkü Nizamülmülk, Cihan Devleti olma noktasında Türk-Ġslam Tarihinin ilk örneği olan Büyük Selçuklu Devletinin kuruluĢ esnasında organizasyonu gerçekleĢtiren en önemli kiĢidir. Bu nedenle onun ve eserinin en iyi bir Ģekilde incelenmesi gerekmektedir. Birçok kereler de bu iĢ yapılmıĢtır. Ancak eserin en temel bakıĢ açısı ve hemen hemen tüm baĢlıklarda vurgulan istihbarat yönü özel olarak incelemeye tabii tutulmamıĢtır. ÇalıĢmamızda eseri bu yönden incelemeye tabi tuttuk.

Abstract

In the history of Islam the the common name of the texts which instruct aspects of rule and behaviour are “Siyasatnama” (aka. Mirror for Princes). This texts aim is to provide advices about rulers, government, administration and the troubles facing the nation. In that respect Siyasatnamas took attention by the politicians and those concerned with politics and many examples of genre has been written in a short time. One of the prominent example of genre is Nizam alMulk‟s “Siyar al-Muluk” (The Lives of the Kings). This text should be examined with scrutiny since the writer Nizamülmülk is the most important political figure and organizer at the establishment of Great Seljuki State. Therefore many academic studies have been carried out. However in this studies “intelligence” side of this text which emphasised generally and also under every chapter has been neglected. In our study we aim to shed light on intelligence side of Siyar alMuluk.
