Özet
Petrol fiyatının değişimini içeren üç farklı senaryo altında; hiyerarşik bir yapının ortaya çıkması ve sayısal verilerin yanında sübjektif yargılarında bulunması çözümün Analitik Hiyerarşi Yöntemi (AHY) ile elde edileceği düşündürmüştür. Modele alınacak uygun kriterlerin tesbiti; süreç içerisinde ayrıntılı bir literatür taraması ile birlikte, profesyonel ve deneyimli petrol endüstrisi uzman grubunun beyin fırtınası tekniği sonucu yapılmıştır. AHY modelinde ana kriterler "kaynak ülkeler", "yatırımcı şirketler", "tüketici ülkeler" "güzergah ülkeler", "A.B.D" ve güzergah alternatifleri: Hazar-Akdeniz, Hazar-Pasifik, Hazar-Karadeniz/Akdeniz, Hazar-Basra ve Hazar-Karadeniz 'dir. Model, Expert Choice yazılımı kullanılarak çözülmüş ve tercih sırası: l.Hazar-Akdeniz (Bakü-Tiflis-Ceyhan, BTC), 2. Hazar-Pasifik, 3.Hazar-Karadeniz/Akdeniz, 4. Hazar-Karadeniz, 5. Hazar-Basra olarak bulunmuştur.
Abstract
The aim of this paper is selection of the most convenient oil route under three different scenarios. These scenarios include the change in the price of the oil. The solution can be found with the Analytical Hierarchy Process (AHP). Because it is seen that there have arisen a hierarchical structure and that there are subjective judgments besides numerical data when we examine the main criterias and sub-criterias. The appropriate criteria which will be used in the model have been determined as a result of reviewing the literature in details within the process as well as through a brainstorming session by a group consisting of professional and experienced oil industry experts. The main criterias in the AHP model are "reserve countries", "investor companies", "consumer countries", "route countries" and the "USA". The route alternatives are Caspian-Mediterranean, Caspian-Pacific, Caspian-Black Sea/Mediterranean, Caspian-Basra, and Caspian-Black Sea. The model has been analyzed using the Expert Choice software. The order of preference reached under the three scenarios is as as follows: 1. Caspian-Mediterranean (Bakü-Tbilisi-Cayhan), 2. Caspian-Pacific 3. Caspian-Black Sea/Mediterranean, 4. Caspian-Black Sea, 5. Caspian-Basra.
