Özet

Yapı üretim sürecinin çok fazlı ve çok disiplinli yapısı içinde tasarım aşaması, yapı kalitesi üzerinde belirleyici kararların verilmesi nedeniyle diğer aşamalardan farklılık göstermektedir. Tasarım, yapım ve işletim aşamalarının ilişkileri ve bu aşamalarda yer alan organizasyonlar ele alındığında gözlemlenen parçalanmış yapı, tasarım kalitesi üzerinde önemli bir ağırlığı olduğu analiz çalışmalarında belirlenen, yapım ve kullanım aşamalarında ortaya çıkan değişikliklere ilişkin enformasyonun tasarım organizasyonuna geri bildirimini engellemekte, benzer hataların sonraki projelerde de tekrarlanmasına neden olmaktadır. Tasarım kalitesinin yükseltilmesi hedefine yönelik olarak yapılan literatür çalışması ile tasarım kalitesinin; “tasarım sürecinin kalitesi” ve “tasarım ürününün kalitesi” boyutlarında ele alınması gerektiği belirlenmiş ve yapılan analiz çalışmalarının sonucunda tasarım kalitesini etkileyen faktörler ortaya konmuş; tasarım kalitesinin yükseltilmesine yönelik olarak getirilecek çözüm önerilerinin, tasarım kalitesini etkileyen faktörlerin olumsuz etkilerinin ortadan kaldırılması amacıyla organizasyon yönetimi, kalite yönetimi ve enformasyon yönetimi boyutlarını içermesi gerektiği sonucuna varılmıştır. Toplam kalite felsefesini benimsemiş tasarım organizasyonunda, tasarım, yapım ve işletim organizasyonları arasında organizasyonel boyutta sağlanan bütünleşme, güncel enformasyon teknolojisinin sağladığı olanaklarla geliştirilen bütünleşik bir enformasyon sistemi kullanılarak sanal boyutta da sürdürülmelidir. Tasarım değişikliklerin yönetilmesine yönelik geliştirilen teorik model, bir bilgisayar modeli ile somutlaştırılarak kavramsal boyuttaki çözüm nesnel boyuta da taşınmalıdır. Bu çalışmada öncelikli olarak, tanımlanan probleme yönelik çözüm modelinin kavramsal boyuttaki bileşenleri, bunlar arasındaki ilişkiler ve modelin kavramsal boyuttaki yapısı ortaya konmaktadır. Ardından nesnel boyutta geliştirilen modelin temel yapısı açıklanmakta ve bazı ekran görüntüleri verilmektedir.

Abstract

Design phase is the most determinate phase on building quality. Decisions according to scope of the project, construction system, technical sub-systems, materials etc. are determinate and effecting on requirement of professionals, allocation of resources, consequently project cost, duration and quality. The possibility of effectiveness to decrease project cost and project duration in addition to increase quality by taking measures and making changes in design phase is higher. However, by the progress of the production, in parallel to the increase in expenditure, cost of changes increase in spite of the effects of measures taken are limited, consequently the possibility of variations in project objectives occur. According to the literature research, design quality concept is investigated and it is found out that design quality must be dealt with its two dimensions; quality of design product and quality of design process. In order to reach the quality objectives in design product, quality management system should be applied successfully in design process. Quality management according to design product aims the accuracy and consistency between technical drawings and specifications, to satisfy client requirements according to function, aesthetics, duration, cost and quality and to put forward an effective design solution according to professional liability and sensitivity to environment. Quality of design process depends on the information taken and the information transformed/produced. By this reason, the most important activity of quality management in design process is to define procedures suitable to the organizational structure of the design firm, the role taken in project delivery system and provide information flow consistent to the defined procedures. As a result of the analysis study, the factors impacting design quality should be listed as follows: Organizational structure of design firm, the role of design organization in project delivery system and in project delivery process, structure and tools used for information flow of design process and design changes. A proposal towards the solution of design quality should consist of organizational management, quality management and information management dimensions in order to eliminate the negative affects of design quality factors. Organizational structure of design firm should be supported with the quality management system and an information system designed appropriate to quality management system. The fragmented structure of design, construction and occupation phases and organizations taking part in these phases, causes design changes in construction and occupation phases. Literature research has shown that these changes have significant impact on design quality. Fragmented structure of building production process prevents feed back of design change information to design organization and causes repetition of similar design failures in later projects. In a design organization which Total Quality Management (TQM) philosophy is adopted, integration in organizational level between design, construction, and facility organizations should be sustained in virtual level by using an integrated information system developed by means of actual information technology. From this point of view, it is possible to increase design quality by feedback of design information to the design organization, according to design changes which causes quality problems. In order to reach this aim, a model should be developed serving to record design changes/design failure in a systematical way which are defined in both construction and occupation phases. Under these conditions, four basic dimensions of the proposed model which is designed in order to help change management function, should consist a philosophical approach according to enabling continuity and development of quality, organizational structure enabling integration in physical dimension, an integrated information model enabling design/construction/facility management organizations share information in a virtual environment, a computational model in order to serve change management and decrease design failure in practical dimension. The proposed theoretical model developed in order to function as managing design changes should be converted to a computer model designed as design management module of an integrated information system.
