Yerel siyasette temsil üzerine bir çalışma: Şanlıurfa örneği

Özet

Belediyeler, kentlilerin ortak nitelikteki ihtiyaçlarını karsılayan ve karar organları seçimle göreve gelen kamu tüzel kisileridir. Belediye meclisi, belediyenin karar organıdır ve doğrudan halk tarafından seçilmektedir. Karar organının seçimle göreve getirilmesi, seçilmislerin halkı daha iyi temsil edeceği düsüncesine dayanmaktadır. Ancak, kentin gelismislik düzeyi hem yerel siyaseti hem de yerel temsili etkilemektedir. Bu çalısmada, belediye meclis üyelerinin cinsiyet, yas, siyasal parti tercihi, meslek, öğrenim ve medeni durum profilleri, Sanlıurfa il merkezi nüfusu ile karsılastırılarak yerel halkı temsil etme sorunsalı üzerinde durulmustur

Abstract

Municipalities are the public corporations which provide the common needs of the city dwellers. The municipality council, elected via general ballot, is the decision-making body of the municipality. Assignment of the decision board through the elections is based on the idea that more effective representation can be achieved via elections. However the development level of a city affects the local politics and the local representation. In this paper, we deal with the problematic of the local representation by comparing the sex, age, political preference, profession, education and marital status of the members of the municipality council with the dwellers of provincial center of Sanlıurfa.
