Özet

Özet Devletin varlık gerekçesi ya da otoritenin nasıl meşrulaştırılacağı, başka bir anlatımla iktidarın ilkesinin ne olduğu/niçinliği siyaset felsefesinin temel tartışma konularından birisidir. Türk siyasal kültürü içerisinde de, siyasal iktidarların yasa, emir ve eylemlerinin toplum nezdinde kabul görüp uygulanabilmesinin çeşitli gerekçeleri üretilmiş ve dönem dönem önemli eserler aracılığıyla topluma aktarılmaya çalışılmıştır. Bu eserlerden birisi de Kutadgu Biligdir. Kutadgu Biligde devlet iktidarı ya da devletin bizzat varlığı öncelikli olarak bir zorunluluklar zemini üzerine inşa edilmekte, daha sonra da buna bağlı olarak devlet, mutlak bir iyilik ve mutlak bir erek olarak görülüp yüceltilmektedir. Çalışma, Kutadgu Bilig pasajları üzerinden siyasal iktidarın nasıl ve hangi gerekçelerle meşrulaştırıldığını ve zorunluluk-tazim ilişkisinin nasıl kurulduğunu incelemeyi amaçlamaktadır.

Abstract

Justification of the state entity or legitimacy source of authority, in other words, what the principles of power are or why they exist is one of the main discussion topics in political philosophy. In the Turkish political culture, likewise, there were produced various reasons for acceptance and applicability of the law, commandments and actions of the political power by the society and sought to transmit these to the society through substantial works time to time. One of these works is Kutadgu Bilig as well. In Kutadgu Bilig, state power or the presence of the state is established primarily on the base of requirements, and then sacralized these requirements by being considered as the absolute goodness and objective. Study aims to examine how and which was justified on the grounds of political power and how was built the requirement-revering relationship on Kutadgu Bilig texts.
