İslâm Açısından İktisadi Büyümede İktisadi Faaliyetin Helal Olmasına Riayetin Önemi Üzerine

Özet
İslâm’ın sabit ilkeleri dikkate alındığında, büyüme ve kalkınma kavramlarının birbirinden tamamen farklı durumları ifade ettiği görülür. Bu çalışmada İslâmî açıdan büyüme ve kalkınma kavramlarının niçin aynı durumu yansıtmadığının üzerinde durulmuştur. Klasik nazariye itibariyle iktisadi büyüme, kişi başına düşen reel milli gelirdeki artışı gösterirken; iktisadi kalkınma, mevcut üretim faktörlerinin niteliğindeki artışı ifade etmektedir. İktisadi büyümenin belli bir dönemde üretilen nihai mal ve hizmet-lerin miktarını ve parasal değerini dikkate aldığı, niteliğini ve kaynağını sorgulamadığına dikkat çekil-mektedir. Büyümenin kaynağını sorgulamayan sistemlerde gerçekleşen üretim artışının gelir eşitsizliği-ne sebep olduğu için dengesiz büyüme olduğu ifade edilmiştir. İktisatta milli gelir hesaplama yöntemle-rinden biri olan harcama yaklaşımında üretime katılan üretim faktörlerinin elde ettikleri gelirler söz konusu dönemde üretilen nihai mal ve hizmet alımlarında kullanırlar. Bir ülkede belirli bir dönemde faktör sahiplerinin yapmış oldukları harcamalar toplam Gayri Safi Yurtiçi Hasılayı (GSYH) verir. Bu şekildeki bir yaklaşım kazanılan gelirin kaynağını sorgulamadığı için ahlaki suçlardan elde edilen gelir-lere bağlı olarak yapılan harcamalar da milli gelire dâhildir. Burada sorgulanması gereken husus, kaynağı itibarıyla haram olan faaliyetler sonucu elde edilen gelirlerin toplam tüketim harcamasını artırarak GSYH’yi artırmasıdır. Gelir artışının kaynağının meşru (helal) olmadığı durumlarda elde edilen büyü-meyi İslâm’a uyumlu olmayan veya dengesiz büyüme olarak tanımladık. Dengesiz büyümede, toplumun değerleri göz ardı edilmektedir. Oysaki iktisadi büyüme, aynı zamanda toplumun öncü değerleri doğrul-tusunda şekillendiğinde tüm kesişmeler yönelik yararlı ve kalıcı bir gelişme olur. Aksi takdirde belirli bir kesimin büyümesi söz konusu olur ki, bu çarpık gelişme olarak değerlendirilmelidir. Bu doğrultuda çalışmada, alternatif büyüme modeli olarak İslâm’a uyumlu kalkınma modeli üzerinde durulmuştur.
Abstract
Taking into account of the fixed principles of Islam, it can be seen that the concepts of growth and development express completely different situations. This study focuses on why the concepts of eco-nomic growth and development do not reflect the same situation. Economic growth shows an increase in real national income per capita, while economic development refers to the increase in the quality of current production factors. It is noted that economic growth takes into account the amount and monetary values of the final goods and services produced at a certain period of time and it does not consider its nature and its source. It has been stated that the increase in production in economic regimes which do not consider the source of growth is called as “unbalanced growth” because it causes income inequality. In the expenditure approach, which is one of the methods of calculating national income in economics, the revenues of theproduction factors participating in the production use the final purchase of goods and services produced during the period in question. In a country, the expenditures made by factor owners in a certain period generate total Gross Domestic Product (GDP). Since such an approach does not question the source of the earned income, the expenditures made based on the revenues from moral crimes are also included in the national income. What should be questioned here is that the income obtained as a result of activities that are haram as of its source increases GDP by increasing total consumption expenditures. We have described the growth in cases where the source of income growth is not legitimate (halal) as incompatible or unbal-anced growth in Islam. In unbalanced growth, the values of society are ignored. However, economic growth, at the same time, should be shaped in line with the pioneering values of society, which would be a useful and permanent development for all intersections. Otherwise, there will be a growth of a certain seg-ment, which should be considered a distorted development. In this respect, the model of development is emphasized as an alternative growth model to Islam.
