Özet

Bu çalışmada Mustafa Kemal Atatürk’ün Erzurum Kongresi Açılış Konuşması ele alınmaktadır. Bu konuşma, birçok bakımdan büyük önem arz etmektedir. Öncelikle, Erzurum Kongresi Açış Konuşması Mustafa Kemal’in ilk uzun siyasal içerikli konuşmasıdır. Keza, Erzurum Kongresi Başkanlığı Mustafa Kemal Paşa’nın ilk sivil, siyasi görev ve sorumluluk üstlendiği bir konumdur. Bu konuşmanın ikinci önemi konuşmanın yapıldığı dönemden ve ülkenin içinde bulunduğu şartlardan kaynaklanmaktadır. Bu yönüyle, Erzurum Kongresi konuşması tarihsel bağlamından ayrı düşünülemeyecektir. Bu nedenle, Mondros Mütarekesi sonrasında meydana gelen gelişmeler, Doğu ve Güneydoğu Anadolu Bölgeleri’nin ve Karadeniz Bölgesi’nin içinde bulunduğu şartlar, çevre ülkelerde ve küresel düzeyde vuku bulan dış politik gelişme ve dengeler bu konuşma içinde ele alınmaktadır. Konuşmanın bir diğer önemi, söz konusu konuşmanın muhtevasında ortaya konan yaklaşımlarla Kongre kararları arasındaki benzerliklerde ortaya çıkmaktadır. Bu çerçevede sözkonusu konuşmanın Kongre kararları ışığında incelenmesi gerekmektedir. Bu çalışmada, tarihsel bağlamına yerleştirilmek ve Kongre Kararları ile ilişkisi ortaya konmak suretiyle Erzurum Kongresi Açılış Konuşması ele alınmaktadır. Ayrıca Konuşmanın içerik, dil, üslup bakımından da tahlili yapılmakta; Mustafa Kemal Atatürk’ün Milli Mücadele’nin ilk safhalarından itibaren sergilediği meşruiyet arayışı ve siyasal iletişim anlayışı da yine o günün şartları, kongre sürecindeki gelişmeler üzerinden irdelenmektedir.

Abstract

In this article the opening speech of Erzurum Congress delivered by Mustafa Kemal Atatürk has been evaluated. This speech is critically important in many respects. First of all, opening speech of Erzurum Congress was the first lengthy political speech of Mustafa Kemal Atatürk. Likewise, the Presidency of Erzurum Congress was the position which Mustafa Kemal Pasha undertook civil and political responsibility for the first time. Second reason of the vitality of this speech stems from the specific circumstances and conditions that the country encountered during this speech. In this aspect, the opening speech cannot be seen indispensable of its historical context. For this reason, the developments occurred after Mondoros Truce, the terms of conditions observed in East, Southeast and Black Sea Regions, and the international affairs and power relations formed in peripheral countries and global world has been explored. Another reason to attach importance to this speech can be found in the similarities between the speech and the Decisions of the Congress. In this framework, the speech has to be analyzed in the light of Congress Decisions. In this article, while embedding its historical context and showing its relations to Congress Decisions, the opening speech of Erzurum congress has been evaluated in terms of its content, discourse and style; besides, the legitimacy seeking of Mustafa Kemal Atatürk since the beginning of National Struggle and comprehension on political communication has been evaluated in the light of historical circumstances and the developments happened during the Congress.
