Özet

Bu makale, uluslararası iletişimin 1970'lerden günümüze değişen doğası ve buna paralel olarak iletişim hakkı kavramının dönüşümünü ele almaktadır. Hareket noktası, uluslararası iletişimin 1970'lerden 2000'lere radikal bir dönüşüm yaşadığı ve bu dönüşümün incelenmesinin sosyal gerçekliğin hem yerel hem de küresel boyutlarının anlaşılabilmesi için elzem olduğudur. Bu çerçevede çalışmanın temel iddiası, söz konusu dönüşümün üç eksende gözlemlenebileceğidir. Bunlardan ilki, uluslararası iletişimin gündeminin değişmesidir. İkinci eksen, uluslararası iletişimin temel tartışmalarının gerçekleştirildiği ve aktörlerinin karşı karşıya geldiği uluslararası kuruluşun değişmesidir. Bu dönüşümün temel zemini olan ve ilk iki boyutu kapsayan üçüncü eksen ise, uluslararası iletişimin niteliğindeki dönüşümdür. İletişim sosyo-politik içeriğe sahip toplumsal bir olgu olarak kavranmak yerine, kar odaklı küresel bir ekonomik-stratejik pazar haline getirilmektedir. Bu tespitler ışığında makalede, uluslararası iletişimde yaşanan dönüşümün küresel sermayenin ihtiyaç ve yönlendirmeleri ışığında gerçekleştiği ancak bu sürecin tek yönlü ve pürüzsüz değil, pek çok çelişki ve çatışmayla malul olduğu savunulmaktadır. Bu çerçevede söz konusu dönüşümün niteliği tartışılarak buna karşı gelişen mücadele pratiklerinin neler olduğu ortaya konmaya çalışılacaktır.

Abstract

This article focuses on the changing nature of international communication since 1970s and the concurrent transformation of the concept of the right to communication. The starting point is that international communication has undergone a radical transformation from 1970s to 2000s, and that it is necessary to look into this transformation in order to understand both local and global dimensions of social reality. Hence, the main claim of the article is that this transformation can be studied in three axes. First is the change of agenda in international communication. The second axis is the replacement of the international institution in which the fundamental debates of international communication takes place and its actors encounter each other. The third axis, which encapsulates the previous two as well, is the transformation in the characteristic of international communication. Communication is not grasped as a social phenomenon with a socio-political content but is being shaped as a profit-oriented global economic-strategic marketIn the light of these assessments, this article argues that the transformation in international communication takes place in line with the needs and directions of global capital. However, this process is not smooth and unidirectional, but is laden with a number of contradictions and conflicts. In this context, this article will discuss the characteristics of this transformation and will attempt to reveal the practices of struggle against it.
