Özet

Bu çalışmada, kentsel rantın dağılımı, yeniden dağılım sorunu ve olası kent krizi dinamikleri bakımından ele alınmaya çalışılacaktır. Kent ekonomisinde gelir dağılımını etkileyen göstergelerden biri olan kentsel rant, konut sorunu ve kentsel yatırımların yeniden dağılımda yarattığı eşitsizlikler ile birlikte, Türkiye geneli ile karşılaştırmalı olarak İstanbul örneğinde analiz edilmeye çalışılacaktır. Çalışmada kentsel rantın gelir dağılımı ile ilişkisi, finans sermayenin ve devletin kentte artan seçici müdahaleciliğinin kent krizi üzerindeki etkileri bakımından kavramsal düzeyde açıklanacaktır. Çalışmada, İstanbul'da kentsel arazilerin rant değerini yükselten inşaat yatırımları ile yapılı çevrenin inşası süreci yeni mega projelerin yarattığı rant değeri üzerinden ele alınacaktır. Bununla, kent yatırımları içinde konut üretimi ve satışlarının hanehalkı harcamaları içindeki yeri, gelir dağılımına etkileri bakımından analiz edilecektir. Çalışmanın hedefi İstanbul'da kentsel arazide rantın oluşumu ve konut sorununun gelir dağılımında yaratacağı eşitsizliklerin, kentsel yoksulluk üzerindeki etkilerinin, kent hakkı kavramı etrafında tartışmaya açılmasıdır.

Abstract

In this study, the distribution of urban rents will be analyzed in terms of problem of redistribution and possible urban crisis dynamics. In urban economics, urban rent, one of the indicators effecting the distribution of income, housing problem and the inequalities created by the redistribution of urban investment, will be analyzed for Istanbul comparing with Turkey. In the study, the relationship between urban rents and income distribution will be explicated conceptually in terms of the effects on the urban crisis to result from increasing selective interventionism of finance capital and state. This study discusses urban constructions which are increasing the rental value of land via with built environment, through the annuity value created by the new mega-projects in Istanbul. However, the place of manufacture and sale of household spending on urban investments will be analyzed in terms of their effects on income distribution. The main axis of the study is to discuss the effects of income inequalities on urban poverty which has been created by the rents and housing problems in urban land and this discussion will be focused on the concept of the right to the city.
