Özet

İnsanlık son iki asırda, Komünizm ve Kapitalizm arasındaki ekonomik tarafı da olan bir mücadelenin hegomonyası altında bulunmaktadır. Muhammed Hamîdullah, bu aşırı iki ideolojinin baskısı altında bulunan insanlığa İslam Ekonomik Düşüncesi olarak alternatif bir ekonomik sistemin var olduğunu hatırlatmaktadır. O, İslam’ın ekonomik sisteminin kaynaklarının Kur’an-ı Kerim (Zekat, Fidye, Sözleşme, İnfak vs.), Hz. Peygamber’in hadisleri ve uygulamaları (Bütçeleme, Vergi Sistemi, Zekat, Me’akıl, Müslüman Pazarı kurulması üzerinden ekonomik uygulamalar vs.), bu iki kaynak merkezli ortaya konulan içtihadi hükümler ve özellikle Haydarâbâd/Hindistan bölgesinde yapılan çalışmaların çok ciddi katkısının olduğunu zikretmektedir. Bu kaynaklar muvacehesinde Faizsiz İslam Para Fonu ve İslam Bankacılığı’nın ilk uygulamalarının Haydarâbâd’da olmasının altını çizmektedir. Ayrıca bütün dinlerin faizi (riba) yasakladığını, ancak İslam’ın bu hususta sadece yasaklama ile yetinmediğini, ayrıca faize yönelik çözüm yolları sunduğunu da belirtmektedir. Bu hususta en önemli çözümlerin; Sosyal Sandık üzerinden faizsiz borç verilmesi, yardımsever insanların ve kurumların destekleme uygulamaları ile müşterek yardımlaşma ve kooperatif sistemi olduğunu zikretmektedir. Hamîdullah’a göre faiz ile mücadele etmenin üç temel yöntemi vardır. Bunlar; Borçlanmanın devletleştirilmesi, borçlanma için vakıfların (evkâf) tesisi ve mikro ekonomik temelli kooperatifler ile müşterek toplulukların kurulmasıdır. Ayrıca İslam’ın mezkûr konuya dair çözümlerinde devlete yüklediği sorumluluk dikkati çekmektedir. Diğer taraftan faize karşı İslam’ın çözümlerinden bir tanesinin de İslam Sigorta sistemi (Me’akıl) olduğunu iddia etmektedir. Bu sistemde müştereklik, birlik ve tek taraflı riskten kaçınma ilkeleri temel hususiyetlerdendir. Bu sayede sigorta esas olarak zorluk ve sıkıntının mümkün olduğu kadar çok sayıda kişi arasında pay edilmesi üzerine temellendirilmiş olmaktadır. Bu kişilerin son halkası yani hiyerarşinin en üstünde devlet durmaktadır. Bütün bu açıklamalardan anlaşılmaktadır ki, Hamîdullah, faiz karşısında İslam’ın temel ilkelerinin ve Hz. Peygamber’in pek çok uygulamasının alternatif bir iktisadi anlayış taşıdığı idrakiyle bunların günümüze aktarılmasını salık vermektedir.

Abstract

In the last 2 centuries, humanity has been dominated by the struggle, which also has an economic side, between Communism and Capitalism. Muhammed Hamîdullah reminds mankind under pressure of these extremist ideologies that there is an alternative economic system as Islamic Economic Thought. He mention that sources of the Islamic economic system including Quran (zakat, fidyah, contract, aid etc.), hadiths and practices of the Prophet Muhammad (budgeting, tax system, zakat, me’akil, economic applications through establishment of the Muslim market vs.) and these two sources-centred case-law and especially Hyderabad has made a very serious contributions. Considering these sources, he underlines the fact that the Interest-free Islamic Monetary Fund and the first applications of Islamic Banking are in Hyderabad. He also states that all religions prohibit interest (riba), however, Islam is not only content with prohibition but also suggests solutions for interest. In this respect, the most important solutions he mentions; interest-free lending through Social Fund, cooperation with the supporting practices of helpful people and institutions and the cooperative system. According to Hamîdullah, there are 3 basic methods for combating interest: Nationalization of the borrowing system, establishment of foundations (awqaf) for borrowing and establishment of microeconomic based cooperatives and collective communities. Besides, the responsibility that Islam imposes on the state in its solutions is remarkable. On the other hand, he claims that one of the solutions of Islam against interest is the Islamic Insurance System (me’akil). In this system commonality, unity and unilateral risk avoidance are main characteristics. In this way, insurance is based mainly on sharing of difficulties and problems among as many people as possible. The state stands at the top of the hierarchy as a last link of these people. As can be understood from what is said above, Hamîdullah suggests that the basic principles of Islam and many of the applications of the Prophet Muhammad in the face of interest, with the comprehension that they carry an alternative economic understanding, which can be transferred to the present day.
