Afetlerle Mücadelede Neo-Liberal Politik Başarı-sızlığın Bir Manifestosu: Covid-19

Özet
Bu çalışma COVID-19 örneklemi bağlamında afetlerle mücadelede neo-liberal politikalara sahip devletlerin başarısızlıklarının betimsel bir analizini yapmaya çalışmaktadır. Afetlerle mücadelede esas aktörler-den biri olarak devletlerin COVID-19 salgın hastalığı ile mücadelede ba-şarısız bir tablo sergilendiği görüldü. Bu süreç devletlerin sosyal refah politikaları terk ederek yerine güçlü bir biçimde uyguladığı neo-liberal ekonomik politikaların afetlerle mücadelede ne kadar kırılgan bir ya-pıya sahip olduğu gerçeğini ortaya koydu. Bu durum aslında neo-libe-ral politikaların afetlerle mücadeledeki başarısızlığın bir manifestosu-dur. Neo-liberal politikaların; devletlerin sosyal hayatın birçok alanına müdahalesini sınırlandırarak yoksulluk, istihdam, eğitim, sağlıkvb. hizmetleri özel teşebbüslere bırakması COVID-19 örneğinde olduğu gibi afetlerle mücadelede de çeşitli sorunların ortaya çıkmasına neden olmaktadır. Neo-liberal politikaların sermaye temelli hareket etmesi, kötü gidişin temelinde insan davranışlarını ele alması ve sorunların suç-lusu olarak insanın kendisini görmesi ABD gibi ülkelerde özellikle yok-sul, çaresiz, evsiz, savunmasız, sermayesiz insanların tıpkı COVID-19 örneğinde olduğu gibi afetlerin etkilerine daha fazla maruz kalmasına neden olmaktadır.
Abstract
This study examines how neo-liberal policies have been un-successful in combating disasters in the context of the COVID-19. Some states have adopted world politics and social life; however, they have failed to fight this pandemic. Neo-liberal economic policies imple-mented by these states by abandoning social policies are considered to be effective in this process. The failure lies in the manifestation of the fragile nature of neo-liberal policies in fighting disasters. Neo-liberal policies restrict the intervention of states in many areas of social life and leave services such as poverty, employment, and health in the hands of private enterprises. In the case of COVID-19, this has caused various problems in the fight against disasters. Neo-liberal policies are capital-based signifies human behavior as the basis of this bad trend, and seeing itself as the culprit of problems has caused states such as the U.S.A to suffer from more disasters.
