Özet
Cumhuriyet'in ilk yıllarında kurucu kadroyu uğraştıran en önemli meselelerden biri ülkedâhilinde emniyet ve asayişin sağlanması hususu idi. Özellikle bu çabaya daha çok Doğuvilayetlerinde ihtiyaç duyulmuştu. Bu durumun tarihi arka planı vardı. Osmanlı'da II. MahmutDönemi'nden itibaren bölgede merkeziyetçilik politikası uygulanmaya başladı. Ancak buradakibazı yerel güçler eskiden beri sürdürdükleri idari ve sosyo-kültürel yaşantının değişmesiniistememişlerdi. Devletin son yıllarında yaşanan savaş koşulları bölgede kurulmak istenen merkeziotoriteyi olumsuz etkilemişti. Buna dış destekli Kürtçülük düşüncesinin de eklenmesiyle birliktebölge, Cumhuriyet Dönemi'ne emniyet ve asayişin pek de hissedilmediği bir yer olarak geldi. Bumakalede Cumhuriyet'in ilanından başlayıp onuncu yıl kutlamalarının yapıldığı 1933 yılına kadargeçen süreçte Doğu vilayetlerinde çıkan Şeyh Sait ve Ağrı isyanları haricinde emniyet ve asayişiihlal eden hususlar ve bunlara karşı devletin verdiği mücadele arşiv belgeleri ve diğerkaynaklardan istifade edilerek ele alınmıştır. Şimdiye kadar üzerinde pek çok araştırmanınyapıldığı bu isyanlara sadece dönemin şartlarını daha iyi anlayabilmek için kısaca değinilmiştir.Cumhuriyet kadrolarının on yıllık başarısını ortaya koymaya çalıştığımız bu makalede sonuçolarak devletin Birinci Umumi Müfettişlik ve Seyyar Jandarma Alaylarını kurması gibi aldığıbirtakım idari, askeri ve siyasi tedbirler sayesinde Doğu vilayetlerinde asayiş büyük ölçüdesağlanmıştır.
Abstract
One of the most important issues that the founding staff of the Republic had to deal with in the early years of the Republic was to ensure safety and security in the country. This effort was particularly necessary in the Eastern provinces. This situation had a historical background. In Ottomans. The centralization policy started to be implemented in the region from period of Mahmut 2. However, some local powers here, did not want the administrative and socio-cultural life changed which they had been carrying on for a long time. The war conditions in the last years of the state had a negative effect on the central authority which was wanted to be established in the region. With the addition of Kurdishism idea supported by the external support, the region came to the Republic Period as a place where security and safety were not felt much. This article discusses the issues that violated the safety and security other than the Sheikh Sait and Ağrı revolts, which took place in the Eastern provinces during a period starting from the declaration of the Republic and until 1933, when the tenth year celebrations were held. These issues along with the Turkish State's struggle against them were approached with the help of archive documents and other sources. These revolts, which have been investigated thoroughly until today, have only been briefly mentioned in order to better understand the conditions of the period. This article, in which we have attempted to reveal the ten-year success of the Republican cadres, explains that the public order has ultimately been largely ensured in the Eastern provinces, thanks to a number of administrative, military and political measures taken by the state, such as the establishment of the First General Inspectorate and the Mobile Gendarmerie Regiments.
