Özet
Osmanlı Devleti, XVIII. yüzyılın ilk yarısında Rusya,Venedik, Avusturya ve Safavî devletleriyle savaşlaragirmiştir. Bu devletler içinde en uzun süreli savaşlarSafavî Devleti ile olmuştur. İran ile 1723’te başlayansavaşlar bazı kesintiler olmakla birlikte 1747’ye kadardevam etmiştir. Osmanlı Devleti bu uzun süreli İranharplerinde doğu sınırlarını savunmak ve güven altındatutmak için yoğun çaba harcamıştır. Diğer seferlerdeolduğu gibi Osmanlı-İran harplerinde ordunun seferhazırlıkları ile askerin iaşe ve ikmal hizmetleri için bütünülkenin maddi ve insan kaynakları seferber edilmiştir.Anadolu’nun orta kol güzergâhı üzerinde yer alan Sivaseyaleti de bu seferlere hem asker göndermiş hem delojistik destek sağlamıştır. Sivas eyaletinden Osmanlı İran seferlerine yapılan katkılar spesifik bir incelemekonusu olmamıştır.Bu makalede III. Ahmed döneminde Osmanlı Devletitarafından doğuda İran topraklarına yönelikgerçekleştirilen seferlere Sivas eyaletinden yapılan askersevkleri ve lojistik destekler ele alınmıştır. Budesteklerin genel olarak asker, zahire, finans ve nakilhayvanı tedariki şeklinde olduğu tespit edilmiştir. Askerdesteği bakımından Sivas eyaletinden seferlere katılanaskeri birlikler arasında kapıkuluları, zeamet ve timarerbabı, kapı halkları, serdengeçtiler ve levendlerbulunmaktadır. Mali bakımından seferlere katılanaskerlerin çeşitli masrafları için eyalet halkından avarızve imdad-ı seferiye vergileri alınmıştır. Ordunun iaşe venakliye hayvanlarının yem ihtiyaçlarını karşılamadasıkıntı yaşandığında ise sefer güzergâhındaki Sivaseyaleti kazalarından zahire mubayaasıgerçekleştirilmiştir. Ayrıca eyaletten ordu mühimmatı ve erzakının nakliyesi için deve, at ve katır gibi yük ve binekhayvanları ile araba talep edilmiştir. Çalışmanın ana kaynakları 119 numaralı Tokat Şer‘iyyeSicili ile Devlet Arşivleri Başkanlığı OsmanlıArşivi’nden temin edilen Mühimme Defterlerihükümleri ve Cevdet Askeri Fonu belgeleridir. Ayrıcakonuya ilişkin modern incelemelere de müracaatedilmiştir. Çalışma, mevcut kaynaklar yardımı ile 1723- 1730 dönemi Osmanlı-İran seferleri sırasında Sivaseyaletinin Osmanlı ordusuna sağladığı askerî ve lojistikdesteğin boyutlarını ortaya koymayı amaçlamaktadır.Yine makalenin Osmanlı askeri tarih çalışmalarına dakatkı yapması hedeflenmiştir.
Abstract
Ottoman Empire entered into wars with the statesof Russia, Venice, Austria and Safavi in the firsthalf of the XVIIIth century. Among these states,the longest-lasting wars have been with the SafaviState. The wars with Iran, which began in 1723,continued until 1747, although there were someinterruptions. During these long-term IranianWars, The Ottoman Empire made intensive effortsto defend and secure its eastern borders. As in otherexpeditions, in the Ottoman-Iranian Wars, thematerial and human resources of the entire countrywere mobilized for the preparation of the army'sexpedition and the military's food supplies andreplenishment services. Sivas province, located onthe middle branch route of Anatolia, also senttroops and provided logistical support for theseexpeditions. Contributions made to Ottoman Iranian expeditions from Sivas province have notbeen the subject of specific review. In this article, during Ahmad III's reign, militaryshipments and logistical support from Sivasprovince were considered for expeditions carriedout by the Ottoman state to the territory of Iran inthe East. It was determined that these supports weregenerally in the form of the supply of soldiers, foodsupplies, finance and transport animals. Among themilitary units participating in the expeditions fromSivas province in terms of military support aretroops directly under the sultan’s command, zeametand timar-holding cavalries, the household troopsof a governor, suicide squads and irregular militaryforces. For the various expenses of the soldiers whoparticipated in the expeditions in terms of finances,extraordinary taxes and expedition aids werecollected from the people of the province. Whenthe army had trouble meeting the feed needs offood supplies and transport animals, grainpurchases were made from the dictricts in Sivasprovince on the expedition route. In addition, cargoand passenger animals such as camels, horses andmules and cars were requested from the provincefor the transport of army ammunition and supplies. The main sources of the study are the provisions ofthe Muhimme Registers and the documents of theCevdet military Fund obtained from the Ottomanarchive of the presidency of the State Archives andTokat Court Registry No. 119. In addition, modernreviews of the subject have been applied. The studyaims to reveal the dimensions of the military andlogistical support that Sivas province provided tothe Ottoman army during the Ottoman-Iranianexpeditions of 1723-1730 with the help of availableresources. Again, the article was intended tocontribute to the study of Ottoman military history.
