Özet
Birinci Dönem TBMM, Türk Parlamento hayatının belki de en önemli Meclisidir. Çok değişikmesleklere, yaş gruplarına ve siyasi düşüncelere sahip bu Meclis, adeta Türkiye’nin bir özeti gibiydi.Birinci Dönem TBMM’deki mebuslarından biri de 1878’de Azerbaycan’ın Şirvan-Semahıkasabasında doğmuş olan Mustafa Lütfi Bey’dir. Gerek Azerbaycan gerekse Türkiye’nin bağımsızlıkmücadelesinde önemli rol oynamıştır. Siverek İdadisinde müdür iken TBMM’ye Siverek’ten mebusseçilmiştir.Mecliste oldukça faal olan Mustafa Lütfi Bey, Siverek’i ve Urfa’yı başarıyla temsil etmiştir. MillîEğitim ve Dışişleri Komisyonlarında çalışmış, çok sayıda konuşma yapmış ve değişik takrirlersunmuştur. Yasama görevi bitince öğretmenlik mesleğine dönmüş, 1 Nisan 1932 tarihinde emekliolmuştur. Emeklik hayatını 14 Ağustos 1939’da ölene kadar Urfa'da geçirmiştir.Bu çalışmada Birinci Dönem TBMM açık ve gizli celse toplantı tutanakları kullanılarak Mustafa LütfiBey’in biyografisi, Birinci Dönem TBMM’deki faaliyetleri ve düşüncelerinin izi sürülecektir.
Abstract
The First Term TBMM (Turkish Grand National Assembly) is perhaps the most important Assembly of the Turkish parliamentary life. This Assembly seemed like a summary of Turkey with its many different professions, age groups and political considerations. Mustafa Lütfi Bey, who was born in 1878 in Şirvan-Semahi village of Azerbaijan, was one of the deputies of the First Term TBMM. He played an important role in the struggle for independence of Azerbaijan and Turkey. While he was the head of the Siverek İdadi (High School), he was elected to the TBMM from Siverek. Mustafa Lütfi Bey, who is very active in the parliament, successfully represented Siverek and Urfa. He worked in the National Education and Foreign Affairs Commissions, made many speeches and submitted different types of motions. He returned to teaching profession when his legislative task was over, and retired on 1 April 1932. He spent his retirement life in Urfa until his death on August 14, 1939. This study traces Mustafa Lütfi Bey’s biography, activities and thoughts in the First Term TBMM by utilizing the minutes (both open and off-the-record) of the first Turkish Grand National Assembly
