Özet

I. Dünya Savaşı, tüm insanlığı etkisi altına alan çok kapsamlı bir harpler manzumesidir. Öncekidönem harplerin aksine, insanlık için çok yıkıcı sonuçları olan bu savaşta, silah sistemleri yanındabir nevi silah gibi etkili olan iletişim araçları yaygın olarak kullanılmıştır. Bunun, Osmanlı’daki engüzel uygulamalarından biri “Harp Mecmuası” adlı dergidir. I. Dünya Savaşı başında OsmanlıDevleti tarafsızlık politikası gütmüştür. Bu doğrultuda idare, basının orduya dair haber yapmasınasansür uygulamıştır. Osmanlı Devleti’nin savaşa dâhil olması ile birlikte İttihat ve Terakki yönetimi,Almanların psikolojik harpte etkin kullandığı “basını” psikolojik harp vasıtası olarak kullanmıştır.Bu kapsamda Osmanlı Devleti’nin idarecileri, I. Dünya Savaşı yıllarında “Harb Mecmû’ası” adlıdergiyi kamuoyu ile paylaşarak, basının sinerjik etkisinden yararlanma metodunu tatbik etmişlerdir.Harb Mecmû’ası adlı dergi; içerik olarak görselliğe öncelik vermiş, şiir ve makalelerle millîduyguları coşturmuş, cephe hattında görev yapan askerlerin mektupları ve onlara hitaben yazılanlarıyayımlayarak aktif bir metot uygulamıştır. Dergi, savaşın sona ermesinden önce resmî bir açıklamayapılmaksızın yayımlanmayı durdurmuştur.

Abstract

World War I is a very comprehensive sense of wars that infects whole humanity. Contrary to previous period's wars, in this war which had very destructive consequences for humanity, communication tools which are effective like a kind of weapon have been widely used besides weapon systems. One of the most beautiful practices of this in the Ottoman Empire is the magazine "Harp Magazine". At the beginning of World War I, the Ottoman State was based on neutrality. In this direction, the administration had censored the press to make news about the army. With the involvement of the Ottoman State into the war, the Union and Progress Party used the "press" that the Germans used effectively in the psychological war as a means of psychological warfare. In this context, the Ottoman administrators applied the method of utilizing the synergetic effect of the press by sharing the magazine “Harb Mecmû'ası” with the public in the years of the First World War. The magazine “Harb Mecmû'ası” has given priority to visuality as content and has applied an active method by publishing the letters of the soldiers who worked in the front line and the writings addressed to them, with the poetry and the articles fascinated by the national sentiments. The magazine stopped publishing without an official explanation before the end of the war.
