Özet

Demokrat Parti’nin (DP) iktidara geldiği 14 Mayıs 1950 tarihinden hükümet darbesiyleiktidardan uzaklaştırıldığı 27 Mayıs 1960 tarihine kadar Türkiye’de köylere içme suyu hizmetiningötürülmesi ve bu hizmetin köy yaşam şartlarına olan yansımaları çalışmanın konusunu teşkiletmektedir. Çalışma, DP döneminde köylere içme suyu götürme faaliyetleri (1950-1960) başlığı ilesınırlandırılarak tek dönem halinde ele alınmıştır. Türkiye’de köylere içme suyu hizmetiningötürülmesi ve bu hizmetin köy yaşam koşullarına olan katkıları sayısal veriler ışığındadeğerlendirilmiştir. Çalışmanın kaynak materyalini, Başbakanlık Cumhuriyet Arşivi belgeleri, resmiyayınlardan; TBMM Zabıt Ceridesi, kanunlar ve tutanak dergileri, Türkiye Cumhuriyeti ResmiGazetesi, istatistik yıllıkları ve Ayın Tarihi’nin yanı sıra dönemin süreli yayınları arasında bulunanekonomi dergilerinin makaleleri oluşturmaktadır. Konu incelenirken, köylere içme suyugetirilmesinin kırsal kesimin sosyo-ekonomik yapısına sağladığı katkılar göz önüne alınarakdeğerlendirilmelerde bulunulmuştur. Çalışmada elde edilen sonuçlar şunlardır: DP Hükümeti,kendini iktidara taşıyan köylü kesime minnet borcunu ödemek maksadıyla yıllarca ihmal edildiğiifade olunan köylere su getirme çalışmalarına katılmış, çeşitli programlar kapsamında ve bütçedenaldığı ödeneklerle her yıl içme suyu götürülen köy sayısını vilayetler bazında yaptığı icraatlarlaartırmıştır. 18 Aralık 1953 tarih ve 6200 sayılı yasayla kurulan Devlet Su İşleri Genel Müdürlüğü(DSİ) sayesinde, köy içme suları için gerekli teknik organizasyon ve kontrol sağlanarak çalışmalardaha sistemli hale getirilmiştir. Dahası 1959 yılı başlarından itibaren teknik güç ve bilgi isteyen veiçme suyu getirilmesi zor köylerin su faaliyetleri DSİ tarafından gerçekleştirilmesi için çalışmalaryürütülmüştür. Bu suretle 1950-1960 döneminde 196 milyon lira harcama yapılıp 24 bin köye içmesuyu getirilmesiyle Türkiye’de birçok köyün sağlıksız ve sıhhi olmayan içme suyu sorunuhalledilmiştir.

Abstract

This study deals with the provision of drinking water service to villages in Turkey from 14 May 1950, when the Democratic Party (DP) came to power, to 27 May 1960, when it was overthrown with a coup d’état and the effects of this service on village living conditions. The subject is limited to the title of the activities of providing drinking water service to villages in the DP period (1950-1960) and addressed under a single period. Evaluations on the provision of drinking water service to villages in Turkey and the contributions of this service to village living conditions have been made based on numeric data. The source materials of the study are Republic archive documents, official publications such as proceedings of memorandum, laws, journals of official reports, official gazettes, statistical annuals, Ayın Tarihi journal [government’s dating publication], and articles from the economics magazines of the period. The relevant evaluations have been made considering the contributions of the provision of drinking water service to villages to the socio-economic structure of the rural area. The study has found out that the DP government engaged in efforts to provide drinking water to villages, which had been neglected for years, to pay its debt of gratitude to villagers, who brought DP to power, and increased the number of villages with drinking water every passing year through its actions on a provincial basis with funds it received from the budget within the framework of various programs. Thanks to the General Directorate of State Hydraulic Works (DSI) established with the law dated 18 December 1953 and numbered 6200, necessary technical organization and control was provided for village drinking water, thereby making the efforts more systematical. Moreover, attempts were made for water provision activities for villages, which were challenging due to their technical difficulty and need for technical knowledge, to be carried out by DSI as of 1959. In this way, unhealthy drinking water problem of many villages in Turkey was overcome as 196 million liras were spent from 1950 to 1960 and 24 thousand villages were provided with drinking water.
