Özet
Osmanlı ekonomisinin dünya ekonomisiyle bütünleşmesi ve tarımsal üretimin demiryollarıaracılığıyla ihraç imkânına kavuşması, Anadolu’da ticari hayatı göreceli olarak zenginleştirmiştir.Bu ticari canlılığın yaşandığı Orta Anadolu gibi belli bölgelerde oluşmaya başlayan sermayebirikimi, iktisadi hayatın ve sermayenin millileştirmesine çalışan devlet yönlendirmesi ve desteği,bankacılık alanında yerel bankaların ortaya çıkmasını sağlamıştır. Bu yerel bankalardan biri deAksaray Halk İktisat Bankasıdır.Aksaray milletvekili Alibuçukzade Vehbi öncülüğünde Aksaray, Niğde ve Nevşehir gibi bölgelerdenmilletvekilleri, din adamları ile tüccar, esnaf ve arazi sahipleri tarafından kurulan Aksaray Halkİktisat Bankası, Aksaray ve çevresinin iktisadi ve ticari hayatına çok önemli katkılarda bulunmuştur.Sermaye açısından Aksaray ve çevresinde kurulan yerel bankalar içerisinde güçlü bir yapıya sahipolan Aksaray Halk İktisat Bankası, 1929–1930 ekonomik krizinin olumsuz etkileriyle 1931 yılındanitibaren mali sıkıntılar yaşamaya başlamıştır. Bankanın içine düştüğü olumsuz gelişmenin bir başkaönemli sebebi, Bankanın kurucu hissedarı, yöneticisi ve her şeyi durumunda olan Vehbi Bey’in 1932de İstanbul’da hayatını kaybetmiş olmasıdır.Özel olarak Aksaray’ın Niğde vilayetine bağlı bir ilçe durumuna düşürülmesi ve yaşanan malisıkıntılar ve genel olarak merkezileşme ve devletçilik uygulamaları bu bankanın sonunu hazırlamıştır.Bankalar Kanunu’nun yürürlüğe girdiği 1936 yılından itibaren bir takım sıkıntılar yaşamayabaşlayan Aksaray Halk İktisat Bankası, bu yasanın öngördüğü düzenlemelere uyum sağlamak adınaödenmiş sermaye miktarı 200.000 TL’ye çıkartmış ancak sermayesi öngörülen miktardan aşağıolduğu gerekçesiyle mevduat kabul etmesine izin verilmemiştir.Aksaray Halk İktisat Bankası kısa ömrüne rağmen bölge ekonomisinin gelişmesine ve halk arasındatasarruf bilincinin oluşturulmasında önemli bir rol oynayarak yerel sermaye birikimine katkıdabulunmuştur.
Abstract
The integration of Ottoman economy with global economy and the opportunity of the agricultural production to have access to exportation through rail roads have relatively enriched the commercial life in Anatolia. The accumulation of capital which has started in certain specific parts of Central Anatolia where the commercial wealth has emerged and the state’s incentives to the citizens towards nationalization of the commercial life and support has led to the emergence of local banks in banking sector. Hence, Aksaray Public Economy Bank was an example for such local banks. Aksaray Public Economy Bank which was established through pioneering efforts of the parliamentary deputy of Aksaray Province named Ali buçukzade Vehbi and the other parliamentary deputies from the neighboring provinces such as Aksaray, Niğde and Nevşehir, there ligious functionaries, tradesmen, craftsmen and land lords has significantly contributed to the economic and commercial life of Aksaray and its environs. Aksaray Public Economy Bank which had a strong place as for its capital as sets when compared with other banks that were established in Aksaray and its environs has started to encounter financial constraints starting from 1931 following the detrimental impact of the great global economic depression during 1929-1930. Another reason for such negative development was that the founding share holder of the Bank, namely Vehbi Bey who has dedicated his life to the bank was died in Istanbul in the year 1932. The developments including the fact that Aksaray has become a district as reporing to Niğde Province specifically and the centralization and statist applications that were implemented during this period generally has prepared the end of this bank. Starting from the year 1936 when the Banking Code was put in effect in Turkey, the Aksaray Public Economy Bank which has started to encounter some constraints in order to adjust itself to the Banking Code arrangements that were requested. Therefore it has raised its capital to 200.000.-TL. However, as its capital has stil remained lower than the amount as set forth by said Code, it was not permitted to accept saving deposit accounts. Despite the short life period of Aksaray Public Economy Bank, it substantially contributed to the development of the region and playing an important role in the formation of saving consciousness among public and there by added up to the formation local capital accumulation.
