Özet
Osmanlı Devleti’nde fuhuş konusunda birçok çalışma bulunmaktadır. Bu çalışmaların bir kısmıklasik dönemi, diğer bir kısmı da 18. yüzyılı ele almaktadır. Ayrıca, genel olarak fuhşun İslam veOsmanlı hukukundaki yerine dair bazı çalışmalar mevcuttur. 19. ve 20. yüzyıla dair çalışmalar isedaha çok Osmanlı Devleti’nin frengi gibi zührevi yollarla bulaşan hastalıklarla mücadelesi, Tanzimatsonrası devletin fuhşa bakışı ve İstanbul gibi belli şehirlerde fuhuş gibi konular üzerinedir.Her ne kadar bahsi geçen bu çalışmalar genel olarak fuhuş, fuhuş yapılan yerler, fahişeler,müşterileri, fuhşa verilen cezalar, zührevi hastalıklar gibi birçok konuda önemli bilgiler verse de, hiçbirisi spesifik olarak son dönemde bir yüzyılı ele alacak biçimde devletin fuhşa bakışını ele alıp,incelememektedir. Bu çalışma, yukarıda bahsi geçen çalışmalardan hem coğrafi sınırları hem de elealınan dönem açısından farklıdır. Bu makale klasik dönemde fuhşa bakışa kısaca değindikten ve birbazı çıkarımlar yaptıktan sonra, 1800’lü yılların başından itibaren devletin fuhşa bakışında1910’lara kadar giden süreçte belirgin bir farklılık olduğunu ileri sürer ve bu değişime işaret edenbazı örnekler sunarak, değerlendirmeler yapmayı amaçlar.
Abstract
There have been many studies on prostitution in the Ottoman Empire. While some of these focus on the early modern era, some others deal with the prostitution in the 18th century. There are also some scholarly works on prostitution in the Islamic Law and the Ottoman laws. In addition, there are some articles and books specifically on prostitution and syphilis in the 19th century and 20th century Ottoman Empire. Even though all these studies provide some important information about prostitution, prostitutes, their customers, its punishment, syphilis and the state’s policies on all these subjects, none of these studies deals specifically with the state’s view of the prostitution and its policies toward it in the last century of the empire. Based on some examples form the Ottoman archival documents, this article argues that there was indeed some changes in the state’s perception of the prostitution and its policies against it from the 1801’s to the 1910s.
