Özet
Her Türk-İslam devletinde mevcut olmayan saltanat naipliği makamı ilk Türk-İslam devletlerinde ismen görülse dahi bu makam Memlûklerde, Delhi Türk Sultanlığı’nda veTürkiye Selçukluları’nda kısmen süreklilik gösteren bir makam halini almıştır. Bu devletlerin merkezlerine tayin edilen saltanat naipleri, sultana, saltanata ve iktidara dahafazla yakın olmaları sebebi ile eyaletlere tayin edilen saltanat naiplerinden farklılık göstermektedir. Ele aldığımız devletlerde merkeze tayin edilen saltanat naiplerinin büyük bir çoğunluğu, gulam sisteminden yetişmiş askeri ve siyasi kabiliyete sahip, idari işlerde de tecrübe sahibi olan asker kökenli emirlerdi. Saltanat naipleri bağlı oldukları devletlerinsultanlarına, devlet işlerinin yürütülmesinde yardımcı olup, askeri ve idari işler için tayin edilip, geniş yetkiler ile önemli pozisyonlara sahip olmuşlardır. Onlar büyük birçoğunlukla bu göreve, hizmet ettikleri sultanların iktidarın sahibi olmalarında veya iktidarlarının muhafazasında diğer emirlerden daha çok katkıları olmaları sebebiylegetirilmişlerdir. Ele aldığımız bu devletlerin bürokrasilerinde yer alan saltanat naipliği makamının öneminin ortaya konulabilmesi için her üç devletin de devlet, iktidar veyönetim anlayışları ile saltanat naipliği makamı ile doğrudan ilişkisi olan gulam sistemini esas alarak, bu kavramlar üzerinden Memlûklerde, Delhi Türk Sultanlığı’nda ve TürkiyeSelçukluları’nda saltanat naipliği makamını karşılaştırmalı bir şekilde ele alacağız.
Abstract
Although nominally seen in the Turkish-Islamic state, the office of regent reign, which was not available in a Turkish-Islamic state, became a state authority partially showing its continuity in the Turkish Seljuk Sultanate, Mamluk and Delhi states. The regents of sultanate assigned to the centers of these states differed from the regency regimes assigned to the provinces, because they remained closer to the sultan, the reign and the state power. The majority of the Sultanate regents assigned to the center in these above-mentioned states were military-origin emeers with military and political skills raised through the gulam system and quite experienced in administrative affairs. The regents of the Sultanate helped the sultans of the states to which they belonged to carry out the affairs of the state, and they were appointed for military and administrative affairs and they held important positions with wide powers. They were mostly brought to this task because the sultans they served had more power than the other commandments in the management of powers or in the maintenance of their powers. To reveal the importance of this state of bureaucracy in located reign regency authorities in all of the three states, we will investigate the state government and management approach with the reign regency authorities on the basis of gulam system that had a direct relationship considering these concepts of regency authorities in Delhi Turkish Sultanate, in Turkey in the reign of the Seljuks in a comparative way.
