Özet

Bu çalışma, Türkiye’de çok partili hayata geçiş döneminde azınlıkların durumunu ortaya koymakamacıyla hazırlanmıştır. Azınlıkların, çok partili hayata geçiş ile birlikte Tek Parti dönemine göredaha rahat koşullar içerisinde yaşamaya başladığı yaygın bir kanıdır; ancak döneme ilişkinGayrimüslim cemaatlerin her birini ele alan kapsamlı bir çalışma mevcut olmadığından, bu düşüncebelli başlı birkaç gelişme üzerinden savunulmaktadır. Bu çalışma, bu konudaki açığı bir nebze olsunortadan kaldırarak, döneme ilişkin bundan sonra yapılacak değerlendirmelerin daha sağlam temellerüzerine oturtulabilmesine katkıda bulunmayı amaçlamaktadır. Dönem üzerinde yapılan incelemedenelde edilen bilgilere ve bunların Tek Parti dönemi ile yapılan karşılaştırmasına dayanılarak,azınlıkların çok partili dönemde resmi çevrelerin daha ılımlı politikalarına muhatap olduklarısöylenebilir. Bunda, çok partili düzene geçiş ile birlikte yaşanan demokratikleşmenin azınlıkpolitikalarına da yansıması önemli bir nedendir. Gayrimüslimlere yönelik politikalarınyumuşamasındaki bir diğer etken, azınlıkların önemli bir oy kaynağı teşkil etmesi olmuştur. Dikkatçeken bir durum da, azınlıklara yönelik politikaların şekillenmesinde devletlerarası ilişkilerinbelirleyiciliğidir. Bu durumun etkisiyle, Yahudi ve Rum cemaati çok partili hayata geçiş dönemindesiyasi çevrelerle ilişkilerini geliştirmeyi başarmış, Türkiye’nin tehdit olarak gördüğü SSCB’ye göçetme teşebbüsünde bulunan Ermenilere ise resmi makamlarca sürekli şüphe ile yaklaşılmıştır.

Abstract

This study has been prepared to reveal the condition of the minorities in the period of transition to multi-party system in Turkey. It is a common belief that minorities started living in more comfortable conditions with the transition to multi-party system; however, these thoughts are supported over just a few progressions since there are no detailed studies about the non-muslim communities of that time. This study removes the gap in this subject to an extent and aims to contribute to the setting of the evaluations that are going to be done about the period on a stronger basis. According to the information gathered from the analysis about that period and the comparison of those with the one-party system period, it can be concluded that minorities faced more moderate policies of the official circles during the multi-party period. An important reason for the change was the effect of the democratization on the minority policies, which was a result of the transition to multiparty system. Another factor of the moderation of the policies against non-muslims was the fact that the minorities were seen as a crucial source of votes. The relationships between the governments was also determinant for the policies against minorities. With the effect of this situation, The Jewish and the Greek communities achieved to develop their relations with political circles in the period of transition to multi-party system, and the Armenian people who attempted to immigrate to USSR were considered as a threat by Turkey and were approached with distrust by legal authorities.
