Özet

Gerek stratejik konumundan ve gerekse çok uluslu yapısından dolayı İran, 19. yüzyıldan itibaren Dünya’nın önemli ülkelerinden biri haline geldi. Bu yüzyıldan sonra özellikle İngiltere ve Rusya, İran üzerinde egemenlik kurmaya çalıştılar. İran’ın içerisinde bulunduğu iktisadi ve siyasi sorunlar, bu iki devletin ülkeye daha kolay müdahale etmesine zemin hazırladı. Bu durumdan güç alan iki devlet, 1907 Antlaşması ile ülkeyi üç bölgeye ayırdılar. Bu tarihten sonra Rusya, İran’ın kuzey vilayetlerini, İngiltere ise güney vilayetlerini işgal etmeye başladı. Kuzey vilayetlerini işgal eden Rusya, İran’ın bağımsızlığını hiçe sayıyordu. Bu süreçte İran’da yaşayan azınlıklar Ermeniler ve Nasturiler de, para, silah yardımı ve bağımsızlık gibi vaatlerle Rusya’yı desteklemeye başladılar. Birinci Dünya Savaşı’nın başlaması ile birlikte de bu azınlıkların yardımı ile Rusya, İran’daki asker sayısını arttırdı. Dolayısıyla İran, resmi olarak savaşa girmemesine rağmen toprakları işgal altında kaldı. Rusya’nın ülkedeki en önemli rakibi bölgede yaşayan Osmanlı yanlısı bazı Kürt aşiretleri (Hacı İlhani, Celali, Kardari, Arusan) oldu. Bu Kürt aşiretleri Rusya ile uzun süre mücadele ettiler. İran ise zayıf durumundan dolayı sadece diplomatik yollarla Rusya’yı topraklarından çıkarmak için çabaladı. Bu çalışmanın amacı, Rusya’nın İran topraklarındaki işgal faaliyetlerini ve bu işgallere karşı bazı Kürt aşiretlerinin Rusya’ya karşı mücadelesi ile siyasi ve iktisadi olarak güçsüz durumda olan İran Hükümetinin diplomasi mücadelesini arşiv kaynakları ışığında incelemektir.

Abstract

Owing to both its strategic position and polyethnic structure, Persia emerged as one of themost significant nations in the world starting from the 19th century. After this century,Britain and Russia made particular endeavours to dominate Persia. Economic and politicalproblems Persia encountered facilitated the interventions of these two states in the country. Empowered by the status quo, Britain and Russia divided Persia into three regions with theAnglo-Russian Convention of 1907. After the convention, Russia started to invade thenorthern provinces of Persia while Britain occupied the southern provinces. The Russianoccupation of the northern provinces of Persia indicated the disregard of Russia for theindependence of the country. Some minorities in Persia like Armenians and Nestoriansstarted to support the Russian cause following promises of wealth, arms aid, andindependence. As the First World War erupted, Russia increased the number of soldiersdeployed in Persia with the help of these minorities. Therefore, despite not fighting in thewar officially, the lands of Persia were still under foreign occupation. The most importantrival of Russia in the region was a group of Kurdish clans (Hacı İlhani, Celali, Kardari,Arusan) supporting the Ottoman Empire. These Kurdish clans fought against Russia for along time. As for Persia, it only attempted to get Russia out of its lands through diplomaticmeans as it was not strong enough.The purpose of the present study is to examine the Russian occupation of Persian territory,the reaction of some Kurdish clans against the invasion and Russia, and the diplomaticefforts of the Persian government, which was politically and economically weakened, inconsideration of archive resources.
