Özet
Osmanlı Devleti’nin her bakımdan çok zor bir döneminde tahta çıkan Sultan II. Abdülhamid(1876-1909), bu zor sürecin atlatılması ve ülkedeki ağır ekonomik şartların düzeltilebilmesiamacıyla Avrupalılar ile münasebetlerde denge politikası takip etmiştir. Aslında 19. Yüzyılınortalarından itibaren Avrupa ile rekabette zorlanan, sermaye ve teknolojik yetersizlikler nedeniyleyatırım imkânları kısıtlı olan Osmanlı Devleti, muhtelif sektörlerde yabancı şirketlere imtiyazlarvermek suretiyle sermaye sorununu çözmeye çalışmıştır. Böylece bir taraftan da ülkede ulaşım,madencilik ve ticaret gibi katma değeri yüksek alanlarda gelişmenin hızlanması amaçlanmıştır.Osmanlıda şirketleşme faaliyetleri, yabancı sermaye girişiyle orantılı olarak 19. Yüzyılın ikinciyarısında başlamış ise de II. Abdülhamid idaresi döneminde, yapılan mevzuat düzenlemelerisayesinde hız kazanmıştır. Şu hususu da ayrıca belirtmek gerekir ki Osmanlıda yatırım yapanyabancı şirketler arasında Fransızlar öne çıkmaktadır. Nitekim 20. Yüzyıl başlarında Osmanlıdayatırım yapan şirketlerin sermaye yapısına bakıldığında %44’lük bir pay ile Fransız menşeliolanların ilk sırayı aldığı dikkati çekmektedir. Hem sermayesini geliştirmek hem de hammaddeihtiyacını karşılamak amacıyla Osmanlı topraklarında yatırıma yönelen Fransız sermayesininözellikle belediye hizmetleri, bankacılık, sigortacılık, liman işletmeleri ve maden imtiyazları gibistratejik sektörlere yöneldikleri göze çarpmaktadır. Bu çalışmamızda yerli ve yabancı kaynaklarışığında olmak üzere II. Abdülhamid saltanatında Fransız sermayeli veya Fransız ortaklığı bulunandemiryolu yatırımları ile şirket imtiyazlarının uygulanması hususu incelenmeye gayret edilecektir.
Abstract
Sultan II Abdülhamid (1876-1909), who came to the throne in a very difficult period in every aspect of the Ottoman Empire followed a balance policy to deal with Europeans in order to circumvent this difficult process and correct severe economic conditions in the country. In fact, since the mid-19th century, the Ottoman State, which had difficulty in competing with Europe and whose investment opportunities were limited due to capital and technological deficiencies, tried to solve the capital problem by giving concessions to foreign companies in various sectors. Thus, it is aimed to accelerate the development in high value-added areas such as transportation, mining and trade in the country. Although the incorporation activities in the Ottoman Empire started in the second half of the 19th century in proportion to the inflow of foreign capital, II. During the reign of Abdülhamid, it gained speed thanks to the legislative arrangements made. It should also be noted that the French stand out among the foreign companies investing in the Ottoman Empire. As a matter of fact, when we look at the capital structure of the companies investing in the Ottoman Empire in the beginning of the 20th century, it is noteworthy that those of French origin took the first place with a share of 44%.It is noteworthy that French capital, which is investing in the Ottoman lands in order to develop its capital and to meet its raw material needs, especially focuses on strategic sectors such as municipal services, banking, insurance, port operations and mining concessions. In this study, in the light of domestic and foreign sources, In the reign of Abdülhamid II. railway investments with French capital or French partnership and the implementation of company privileges will be examined.
