Özet
18. yüzyılın sonu ile birlikte başlayan gerileme ve dağılma döneminde, Osmanlı Devleti önemli miktarda toprak ve nüfus kaybetmiştir. Bu dönemde devlet ile tebaa arasındaki bağlar, merkezi devletin gücünü ve etkinliğini yitirmesi, malî ve siyasi buhran ortamının egemen olması ve geçmiş dönemde tebaa olmayanlara tanınan imtiyazların tebaa aleyhinde ortaya çıkardığı derin eşitsizlikler nedeniyle giderek zayıflamıştır. Bu ortam içerisinde gayrimüslim Osmanlı tebaası, bağımsızlığını yeni kazanmış Yunanistan ve diğer Batılı güçlerin tabiiyetine yönelmeye başlamıştır. Bu durum Osmanlı Devleti’nde önüne geçilmesi gereken malî, hukuki ve siyasi sorunları da beraberinde getirmiştir. Bu çalışmada tabiiyet sorununun çözümüne ilişkin bir yöntem olarak tefrik-i tebaa uygulaması, uygulama esasları ve uygulama esnasında yaşanan sorunlar arşiv kaynaklarından hareketle ele alınmaktadır. Bu anlamda tabiiyet sorunu gibi kapsamlı bir sorundan ziyade konuyu sınırlandırabilmek adına çözüme yönelik bir uygulamaya odaklanılmıştır. 19. yüzyılın ikinci çeyreğinde başlayan ve 20. yüzyılın başlarına kadar devam eden uygulama süreci devletin tabiiyet ilişkilerine bakışını yansıtması açısından da önemlidir.
Abstract
The Ottoman Empire lost a significant amount of land and population during the decline anddistintegration that started with the end of the 18th century. In this period, the ties betweenthe state and the subjects have gradually weakened due to the loss of power and effectivenesof the central state, the dominance of financial and political crisis, and the deep inequalitiesbrought against the subjects in the past. In these circumstances, non-muslim Ottomansubjects tended towards the subjecthood of Greece that had just gained independence andother Western powers. This situation led financial, legal and political problems that shouldbe prevented in the Ottoman Empire. In this study, as a mathod for solving the subjecthoodproblem, the implementation of discrimination of subjects is handled within the context of the principles of implementation and the problems encountered during the practice using thearchival sources. In this sense, rather than a comprehensive problem such as the subjecthoodproblem, a solution oriented implementation was focused on in order to limit the issue. Theimplementation process, which started in the second quarter of the 19th century andcontinued until the beginning of the 20th century, is also important in terms of reflecting theview of the state on the relationship of subjecthood.
