Özet

Birinci Dünya Savaşı öncesinde Avrupalı devletlerleittifak arayışına giren Osmanlı Devleti, İngiltere ve Fransaile anlaşamaya varamayınca Almanya tarafında yer almayakarar verdi. 2 Ağustos 1914 tarihinde iki devlet arasındagizli bir İttifak Antlaşması yapılmış olmasına rağmen TürkDevleti, Rusya ile ittifak konusunda bazı görüşmelergerçekleştirdi. Enver Paşa'nın ittifak teklifinde önesürdüğü şartları kabul etmeyen Rusya ile görüşmelersonlandırıldı. Osmanlı Devleti'nin silahlı tarafsızlık kararını devamettirmesini istemeyen Almanya, Türk Devleti'nin bir anönce savaşa dâhil olması için baskı yaptı. OsmanlıDevleti'nin savaşa girmesiyle birlikte Rusya'nın savaştığıcepheler genişleyecek ve Almanya'nın savaştaki yükühafifleyecekti. Goeben ve Breslau gemilerinin Türk sularına girmesiylebirlikte Almanya, Osmanlı Devleti'ni savaşa sokmahususunda iyi bir fırsat yakalamış oldu. Amiral Souchonkomutasındaki Osmanlı donanması 29 Ekim 1914tarihinde Karadeniz'deki bazı Rus limanlarını bombaladıve Türk Devleti savaşa resmen dâhil oldu. Karadeniz Baskını olarak bilinen bu operasyon Rusyatarafından panikle karşılandı. Baskınla ilgili gelişmeler,baskının gerçekleştiği günlerde Rusya DışişleriBakanlığı'nın yazışmalarına yansıdı. Bu çalışmada,baskınla ilgili gelişmelerin Rusya Dışişleri Bakanlığı'na aityazışmalara nasıl yansıdığı ve Rus Devleti'nin baskınkarşısında ne tür refleksler ortaya koyduğu incelenecektir.

Abstract

The Ottoman Empire, which wanted to make analliance with the European states before the FirstWorld War, decided to take part in the German sidewhen it could not agree with Britain and France.Although a secret Alliance Agreement was signedbetween the two states on 2 August 1914, the TurkishState held some negotiations on alliance with Russia.Negotiations with Russia, which did not accept theconditions put forward by Enver Pasha in the allianceproposal, were terminated. Germany, which did not want the Ottoman State tocontinue its decision of armed neutrality, pressuredthe Turkish State to join the war as soon as possible.With the Ottoman Empire entering the war, the frontsthat Russia fought would expand and Germany'sburden in the war would be relieved. With the Goeben and Breslau ships entering Turkishwaters, Germany had a good opportunity to bring theOttoman Empire into the war. The Ottoman navyunder the command of Admiral Souchon bombedsome Russian ports in the Black Sea on 29 October1914, and the Turkish State officially joined the war. This operation, known as the Black Sea Raid, wasmet with panic by Russia. The developmentsregarding the raid were reflected in thecorrespondence of the Russian Foreign Ministryduring the days of the raid. In this study, how thedevelopments regarding the raid were reflected onthe correspondence of the Russian Foreign Ministryand what kind of reflexes the Russian state putforward against the raid will be examined.
