Özet
II. Meşrutiyet’in ertesinde Salah Cimcoz, HüseyinSuad ve Cenab Şahabeddin, Bahr-i Lût sularındanbrom madeni çıkartma imtiyazı almak adına hareketegeçmişlerdir. İlk talepleri, yapılan incelemeninardından uygun bulunmamıştır. Karara itirazetmelerinin ardından Ocak 1911’de imtiyazı eldeetmişlerdir. Bundan sonraki süreç imtiyaz sahipleriaçısından kolay olmamıştır. Muhalefetin oldukça canlıolduğu 1911 yılında özellikle muhalif basında, imtiyazsahipleri İttihat ve Terakki ile ilişkilendirilerekdevamlı surette eleştiriye uğramışlardır. İmtiyazı biryabancı sermaye grubuna satma veya işletmekonusunda da başarılı olamamışlar ve sonuçta imtiyaz1915 yılında feshedilmiştir. Filistin topraklarındakiTürk hakimiyetinin sona ermesinin ardından süreçdaha da karmaşıklaşmıştır. 1925’de imtiyaz yenidenSalah Cimcoz ve arkadaşlarına iade edilirken onlar daimtiyazı satmayı başarmışlardır. Ancak mesele,onlardan imtiyazı alan Fransız ağırlıklı grup ile rakipİngiliz şirket arasında mahkemelik olmalarına dekuzayan bir anlaşmazlığa dönüşmüştür. Bu çalışmadadaha önce ele alınmamış olan brom madenininimtiyaz sürecinin takip edilmesi hedeflenmektedir.Brom madeni imtiyazı, devamlı olarak tartışmakonusu olması bakımından farklı bir yere sahiptir. Bizde tartışma süreçleri üzerinden konunun işlenmesiniuygun gördük. Çalışmamız ağırlıklı olarak Osmanlıve Cumhuriyet dönemi arşiv belgelerine, yerli veyabancı gazetelerde sürece ilişkin yayınlananhaberlere dayanmaktadır. Konuyla ilgili resmi yayınlardan ve araştırma eserlerinden deyararlanılmıştır.
Abstract
After the Second Constitutional Era, SalahCimcoz, Hüseyin Suad and Cenab Şahabeddintook action in order to get a bromine mineconcession from the Dead Sea waters. The firstconcession requests were not found suitable afterthe research. After they objected to the decision,they got the concession in January 1911. The nextprocess was not easy for concession holders. In1911, when the opposition was quite lively, theconcession holders were constantly criticized bybeing associated with the Committee of Unionand Progress especially in the opposition press.They also failed to sell the concession to a foreigncapital group or operate, and as a result, theconcession was repealed in 1915. The processbecame more complicated after the Turkishdomination in the Palestinian territories ended.While the concession was returned to SalahCimcoz and his friends in 1925, they succeededin selling the concession. However, the issueturned into a dispute between the Frenchpredominant group that received the concessionfrom them and the rival British company untilthey had a dispute to be settled in court. In thisstudy, it is aimed the following of the concessionprocess of bromine mine, which has not beendiscussed before. The bromine mine concessionhas a different place in terms of being the objectat issue. Therefore, we chose to treat the issuethrough the discussion processes. Our study ismainly based on the archival documents of theOttoman and Republic period and the newsabout the process in local and foreignnewspapers. Official publications and researchworks about the issue have been also used.
