Özet

Demokratik rejimlerle yönetilen ülkelerde sorunlarınüstesinden gelmek için mucize bir ilaç aranmaz ya da birsihirbaza gerek duyulmaz, sistem ihtiyacı olan ilacı da gerekduyulan adamı da kurumsallaşmanın beraberinde getirdiğiartı değerler sayesinde gerektiği zaman çıkarma imkânınasahiptir.Türkiye’de yaşanan askeri darbeler ve müdahalelersonucunda meclis ve siyasi partiler ya kapatılmış ya da zarargörmüştür. Böyle olunca da hem demokrasi hem de siyasipartiler kurumsallaşamamış ve kitleler “partiden çok birliderin peşine” düşmüşlerdir yani liderler partilerin önünegeçmişlerdir. İkinci adamlar yetişmemiş, partiye ve ilkelerebağlılık diye bir şey kalmamıştır. Bunun sonucunda siyasetteadı resmen konulmamış bir tür liderler rejimi ortayaçıkmıştır. 12 Eylül 1980 darbesinde de askeri yönetim, meclisive siyasi partileri feshetmiş, 1982 Anayasası’na eklediğigeçici bir maddeyle de 12 Eylül öncesi politikacılarına siyasetyasağı getirmiştir.Bu çalışmada dönemin süreli yayınları temel alınmış, telifeserlerden de istifade edilmiştir. Çalışmada siyasilere yasakgetiren ve bir darbe ürünü olan 1982 Anayasası’nın Geçici 4.Maddesine karşı Türkiye’deki sol siyasetin önde gelenisimleri olan Erdal İnönü ve Bülent Ecevit’in nasıl birdavranış sergiledikleri ilkeler ve çıkarlar bağlamında ortayakonulmaya çalışılmıştır.

Abstract

The countries which are administered with democraticregimes do not seek miraculous recipes or do not needmagicians to overcome existing problems. Theirsystem has the capability of offering the needed recipesand person thanks to values derived frominstitutionalization.In Turkey, the parliament and political parties havebeen closed or weakened by the military coups andinterventions. Thus, neither democracy nor politicalparties have not completed their institutionalizationand the masses followed “the leader more thanparties”. In other words, the leaders overshadowedtheir parties. The second men have not raised andcommitment to parties and principles have notdeveloped. Therefore, an unnamed regime of leadershas emerged in the Turkish political life. After themilitary coup of 12 September of 1980, the militaryadministration abolished the parliament and politicalparties. The politicians who were in service before thecoup were banned from political life with a temporaryarticle added to the 1982 Constitution.This study has been primarily based on thepublications of the period though other academicworks have been also consulted. In the study, activitiesof Erdal İnönü and Bülent Ecevit, leading figures of theleft wing in Turkey, against the temporary 4th Article of1982 Constitution that banned the politicians frompolitical life will be explained.
