Özet

Pamuk ve dokumacılık hem Osmanlı Devleti hem deCumhuriyet yönetimi için stratejik bir üründür. Sanayiİnkılabının ardından Osmanlı'da el tezgahlarının çökmesiekonomik yapıyı bağımlı bir duruma düşürmüştü.Osmanlı'dan bağımlı ve çökmüş bir ekonomik mirasdevralan Cumhuriyet yönetimi büyük miktarda ithalatasebep olan bu ürünün hem üretimini hem de işlenmesinizaruri görmekteydi. Bu alandaki ithalatı azaltmak aynızamanda da ham pamuk ihracatını artırarak ülkeye gelirgetirmek dönemin tarım politikaları açısından tamamlayıcıbir durumdu. Bu doğrultuda pamuk ıslah istasyonları açıldı.Yurt dışına öğrenciler gönderildiği gibi yurt dışından dauzmanlar getirildi. Kalite ve standardizasyona yönelikçalışmalar yapıldı. Düzenlenen kongrelerde bu konularetraflıca tartışıldı. Bu çalışmada Atatürk dönemi baz alınarakTürkiye'de pamuk üretimi, ihracatı ve dokumacılıkdoğrultusundaki ekonomik girişimler ele alınmıştır. Bualanda devletin kurmuş olduğu pamuk işleri teşkilatınınfaaliyetleri detaylandırılmıştır. Yine çıkarılan kanun veyönetmelikler verilerek tamamlayıcı bir bakış açısısunulmuştur. Aynı zamanda Türkiye ve dünya üretimmiktarları da karşılaştırılmıştır. Konu incelenirken arşivbelgeleri, Atatürk'ün söylev ve demeçleri, süreli yayınlar,dönemin araştırma kaynakları, zabıt cerideleri vegazetelerden faydalanılmıştır.

Abstract

Cotton and weaving is a strategic product for both theOttoman Empire and the Republic administration. Thecollapse of hand looms in the Ottoman Empire afterthe Industrial Revolution made the economic structuredependent. The Republic administration whichinherited a dependent and collapsed economic legacyfrom the Ottoman Empire, considered it necessary toproduce and process this product, which caused largeamounts of imports. Reducing imports in this area andat the same time bringing income to the country byincreasing raw cotton exports was a complementarysituation in terms of the agricultural policies of theperiod. In this direction, cotton breeding stations wereopened. Students were sent abroad as well as expertsfrom abroad. Studies on quality and standardizationwere carried out. These issues were thoroughlydiscussed at congresses. In this study, Atatürk erabased on cotton production in Turkey, exports andeconomic initiatives in the weaving direction isdiscussed. The activities of the cotton affairsorganization established by the state in this field aredetailed. Again, a complementary perspective ispresented by giving the laws and regulations issued.Archive documents, Atatürk's speeches andstatements, periodicals, research resources of theperiod, parliamentary minutes and newspapers wereused while examining the subject.
